Universitatea „Cuza” din Iași se plasează în intervalul locurilor 401-500. Asta în ultima ierarhie academică internațională elaborată de Times Higher Education. Este vorba despre World University Rankings 2020 by subject: arts and humanities.

„Pentru care sunt luate în calcul programele de studii teologice, de istorie, filosofie și litere. În același interval se situează și celelalte două universități românești care au intrat în top, Universitatea «Babeș-Bolyai» din Cluj-Napoca și Universitatea din București”, arată prof. univ. dr. Clasamentul Times Higher Education de anul acesta a evaluat aproape 1.400 universități din 92 de țări. A fost utilizat un sistem de ierarhizare care se bazează pe 13 indicatori. Ei măsoară performanța în predare, cercetare, transfer tehnologic și vizibilitate internațională. Pentru a se asigura obiectivitatea și încrederea la nivel mondial, acest clasament beneficiază de audit PricewaterhouseCoopers. Între cele nouă universități din România care figurează în ierarhia generală, UAIC se află în primele trei

„În cadrul competiţiei vor fi mai multe etape, prima începând chiar cu alegerea materiilor prime necesare de la supermarketul pe care îl avem printre sponsorii evenimentului. Participanţii în­scrişi în competiţie vor avea de realizat preparate pentru cele două categorii ale concursului, cea dedicată preparatelor inovative şi cea a preparatelor tradiţio­nale. Jurizarea va fi realizată de bucă­tari şefi, iar premiile, atât în bani cât şi în vouchere, sunt motivante“, a declarat prof.dr. University strike could affect more than a million students, says union

 UCU announces industrial action at 60 UK institutions starting on 25 November

Staff at 60 universities across the UK are to walk out on strike later this month over pensions, pay and conditions in a wave of action which could disrupt the studies of more than a million students, according to union leaders.

The University and College Union (UCU) has announced eight days of strikes, starting on 25 November and running until 4 December. After that, industrial action will continue with members working to contract, so they are unable to cover for absent colleagues or reschedule lectures lost to strike action.

The universities affected include many of the biggest and most prestigious institutions in the UK, including Oxford, Manchester, University College London, Durham, Leeds, Liverpool, Bristol, Birmingham, Cardiff, Edinburgh and Cambridge.

Announcing the industrial action, the UCU general secretary, Jo Grady, said: “The first wave of strikes will hit universities later this month unless the employers start talking to us seriously about how they are going to deal with rising pension costs and declining pay and conditions.”

The action comes less than two years after tens of thousands of university lecturers, librarians, researchers and other academic staff walked out over changes to their pensions, striking for 14 days in an unprecedented wave of action on 65 British campuses.

This year, as well as the dispute over changes to the universities superannuation scheme, which is still unresolved, university workers are in dispute over pay, equality, casualisation and workload. The union estimates that more than half of all academics are on temporary contracts and pay has fallen by 17% in real terms since 2009.

Following the most recent ballot, staff at 43 universities will be taking action over both disputes; 14 over just pay and conditions, and three over the USS pension. During the last round of action in February and March 2018, 65 universities voted in favour of strike action in the USS dispute.

In total, 140 universities were balloted over pay and conditions, as well as all 69 institutions affected by the USS changes. According to the UCU, strike action was backed by 79% of voters in the pensions ballot and 74% in the ballot on pay, equality, casualisation and workloads.

“Any general election candidate would be over the moon with a result along the lines of what we achieved last week,” said Grady. “Universities can be in no doubt about the strength of feeling on these issues and we will be consulting branches whose desire to strike was frustrated by anti-union laws about reballoting.”

The union urged universities to respond “positively and quickly” if they wanted to avert strike action and warned that more than a million students could be affected by the action.

Last year, the union succeeded in forcing employers to drop plans to change pensions at universities established before 1992 from defined benefit schemes to the less favourable defined contribution schemes. It is now challenging the size of staff contributions, which it thinks should be capped at 8% of a lecturer’s salary, rather than the 9.6% proposed by employers.

Universities UK, which is the collective voice for 136 universities and speaks on the USS, said it was hopeful the dispute could be resolved but plans were in place to ensure minimal disruption to students and staff. “The resolution to the 2018 USS valuation is both fair and reasonable, with the additional costs of maintaining the current level of benefits shared 65:35 by employers and scheme members” it said.

A spokesperson for the Universities and Colleges Employers Association, which negotiates pay, said: “Action of this kind will be damaging to students, lose UCU members money and risk undermining the collective bargaining arrangements. It is completely unrealistic in the collective pay arrangements for UCU to attempt to force all 147 employers to re-open the concluded 2019-20 national pay round.”

‘Alarming’ Chinese meddling at UK universities exposed in report

 Chinese embassy appears to be coordinating efforts to curb academic freedom, say MPs

Universities are not adequately responding to the growing risk of China and other “autocracies” influencing academic freedom in the UK, the foreign affairs select committee has said.

The report, rushed out before parliament is suspended pending the election, finds “alarming evidence” of Chinese interference on UK campuses, adding some of the activity seeking to restrict academic freedom appears to be coordinated by the Chinese embassy in London.

The report says: “There is clear evidence that autocracies are seeking to shape the research agenda or curricula of UK universities, as well as limit the activities of researchers on university campuses. Not enough is being done to protect academic freedom from financial, political and diplomatic pressure.”

The committee highlighted the role of China-funded Confucius Institutes officials in confiscating papers that mentioned Taiwan at an academic conference, the use of the Chinese Students and Scholars Association as an instrument of political interference and evidence that dissidents active while studying in the UK, such as Ayeshagul Nur Ibrahim, an Uighur Muslim, were being monitoring and her family in China being harassed.

The committee accuses some academic organisations, such as Million Plus, which represents 20 modern universities, of complacency.

Bill Rammell, the chair of Million Plus, told the committee he had “not heard one piece of evidence” that substantiated claims of foreign influence in universities.

The committee said the government’s focus was on protecting universities from intellectual property theft and risks arising from joint research projects. “This is not enough to protect academic freedom from other types of interference such as financial, political or diplomatic pressure,” the MPs said.

The Foreign Office’s evidence to the committee highlighted the lack of government advice to universities, the report says, adding ministers have not coordinated approaches to the issue, either within Whitehall or with foreign governments such as Australia and the US.

The report points out that a 2019 international education strategy white paper mentions China more than 20 times in the context of boosting education expertise to the Chinese market, but with no mention of security or interference.

The committee concluded: “The battle for university students or trade deals should not outweigh the international standards which have brought freedom and prosperity to the UK and the wider world. The government should provide any strategic advice to universities and not used its key sanction tools such as ‘Magnitsky powers’ to curb interference on human rights grounds.”

Ministers can curb interference through the Sanctions and Anti-Money Laundering Act passed 17 months ago, the report said.

However, ministers previously told the committee they could not use the so-called Magnitsky amendment, contained in the act, until the UK had left the EU. In June the FCO finally admitted this interpretation was legally incorrect, and the powers could be used independently of the EU while still an EU member.

The FCO has still to lay the necessary statutory instrument to introduce the power, 17 months after the act became law. The foreign affairs select committee pointed out that the power, touted by the foreign secretary, Dominic Raab, in pre-Conservative party conference interviews, will be delayed still further by the general election.

The committee, chaired by the Conservative MP Tom Tugendhat, also asked the FCO to explain its failure to use sanctions in response to repression by state authorities in Hong Kong and Xinjiang.

On the question of Hong Kong, where violent protests continue and local elections are due to be held later this month, the committee has urged the government to assess the reputational damage to the UK of British judges continuing to sit on the Hong Kong court of final appeal. The committee warns there is a danger of the UK appearing to be complicit in supporting and participating in a system that is undermining the rule of law.

In a bid to support the protesters, the UK should grant residency to Hong Kong citizens who are British national (overseas) passport holders, the report said.

Tugendhat said hard-won freedoms were under threat in the UK. The FCO had been “found wanting in three policy areas: autocracies’ influence on academic freedom; the use of sanctions against autocratic states and their supporters, and the UK’s cooperation with other democracies in responding to autocracies”.

Exeter University reports student Facebook page to police over links to ‘Nazi propaganda’

Administrators say they did not know ‘hidden meanings’ behind comments

The University of Exeter has reported a student confession page to the police following accusations that racist content and “Nazi propaganda” were published online.

Students criticised the posts on the “ExeHonestly” Facebook page after claiming they had white supremacist origins.

The university has reported the posts on the site, which is followed by thousands of students, to the Police Hate Crime Unit.

One post, which was circulated on Twitter, offered sweets to those who could answer the riddle: “What accounts for 13 per cent, yet 52 per cent?”

Students said it referred to a statistic circulated by white supremacist online communities who claim that “despite making up only 13 percent of the population, blacks make up 52 per cent of crimes”.

Another post read: “People’s favourite number? Mine’s 1488”. The number is a combination of digits popularly used by white supremacists and neo-Nazis.

The 14 refers to the “14 Words” of a white supremacist slogan and “88” refers to “Heil Hitler” as H is the eighth letter in the alphabet.

Exeter’s Jewish Society said it was “appalled” by the recent posts on ExeHonestly.

They told The Tab student newspaper: “Whilst we champion free speech and see a great value in it, there is no space for Jewish students, or indeed any students at any university to feel uncomfortable or scared due to their religious, racial or ethnic background.

“We praise the university for taking action, bringing a problem to the attention of students.”

A University of Exeter spokesperson said: “ExeHonestly is an anonymous Facebook page open to anyone to post content and operated by anonymous administrators.

“We have deep concerns about the content these administrators post that affect our community and we urge our students not to use it.

“We have reported our concerns about the site to Facebook, and now escalated matters to the Police Hate Crime Unit and will work with them to identify those responsible.

“If we obtain specific information about any of our students posting abusive or offensive content we will take immediate and appropriate action.”

The admin team of ExeHonestly said it removed the posts from the Facebook page as soon as it became aware of the “hidden meaning” behind them.

A post on the Facebook site said: “We deeply regret that they cleared our attempts at scrutiny and have made people feel unsafe.

“However, we do hope that people understand that the nature of dog-whistle posts is that the true meaning is not apparent to people unless they have specialised knowledge – if we were aware of their true meaning, they would have not been posted.”

Administrators added they were disappointed that people chose to screenshot the posts on Twitter before alerting them to the posts’ “true meanings”

La réforme des études de santé enfin dévoilée

Le gouvernement a publié ce mardi le décret concernant la réforme des études de santé. L’objectif principal est de lutter contre l’échec en première année.

«C’est un énorme gâchis». Frédérique Vidal n’a pas caché son agacement ce matin sur FranceInfo concernant la trentaine de milliers de jeunes qui reprennent chaque année leurs études à zéro après avoir raté le concours de médecine une ou deux fois. Elle a donc présenté les derniers éléments d’une réforme des études de santé dont les décrets ont été publiés cette nuit, et qui ambitionne de laisser plus de flexibilité aux universités pour définir le nombre de médecins formés chaque année.

Pass, la nouvelle Paces

Conformément à ce qui avait été annoncé précédemment, il y aura bien deux différentes voies d’accès principales aux études de médecine, que l’on appellera désormais MMOP pour «Médecine, maïeutique, odontologie et pharmacie».

La première s’appellera le Parcours spécifique accès santé (Pass), et devrait ressembler peu ou prou à l’actuelle Paces, avec toutefois une importance moindre donnée aux QCM durant les examens finaux au profit d’épreuves rédactionnelles et d’une ou plusieurs épreuves orales. Les universités seront flexibles pour déterminer le poids de telle ou telle épreuve dans le concours.

La seconde voie d’accès sera une licence, qui s’appellera Licence avec option accès santé (LAS), dans laquelle les bacheliers s’inscriront dès la première année et qui sera constituée d’une majeure au choix et d’une mineure santé. Les étudiants qui choisiront de s’inscrire dans cette licence d’un nouveau genre pourront choisir de passer deux fois le concours de MMOP entre la première, la deuxième et la troisième année.

L’une des grandes nouveautés de cette réforme concerne les étudiants qui passeront par le Parcours spécifique accès santé, la nouvelle Paces, et qui échoueront au concours en fin de première année tout en ayant validé leurs partiels. Ces élèves pourront aller en deuxième année de licence dans la discipline de leur choix, et pourront retenter une nouvelle fois le concours de médecine s’ils ont choisi une licence avec mineure santé (LAS).

LAS ou Pass?

La question qui va se poser pour tous les lycéens est: dois-je choisir une Licence option accès santé ou un Parcours spécifique accès santé? «Les élèves pourront choisir l’une ou l’autre en classe de terminale, et chaque université devra fixer un quota de places pour la LAS et pour la Pass», explique Jean Sibilia, le président des doyens de facultés de médecines.

Le décret précise que dans l’objectif de «garantir la diversification des voies d’accès», chaque parcours ne pourra pas «excéder 50 % du nombre total de places proposées». Autrement dit, il n’y aura pas plus de la moitié des candidats qui intégreront les études de MMOP après la première année, après la deuxième ou après la troisième.

En ce qui concerne le nombre de médecins formés dans chaque faculté, si la réforme marque la fin du numerus clausus, il ne faut pas penser que tout le monde pourra devenir médecin pour autant. Chaque université pourra choisir le nombre de médecins qu’elle formera, en fonction des besoins en offre de soin de son territoire. Ce système vient remplacer une «méthodologie prédictive un peu floue qui aboutissait au numerus clausus national», selon Jean Sibilia.

Un budget insuffisant pour la réforme du concours

Dans un texte très pédagogique qu’il a récemment rédigé, le président des doyens de facultés de médecine dresse une liste des «10 conditions de la réussite de la réforme de la formation médicale». Parmi celles-ci, «définir le nombre de médecins à former grâce à un algorithme prédictif anticipant les besoins des territoires», «diversifier le profil des étudiants en médecine par des filières d’accès et des passerelles», notamment grâce à la LAS, ou encore «mettre en place de nouvelles méthodes d’enseignement et d’évaluation, dont des oraux, sans suspicion d’inéquité.»

Quoiqu’il arrive, cette réforme devrait coûter cher, notamment pour que les universités mettent en place des examens plus complexes que les QCM et des enseignements pratiques en plus des cours magistraux en amphithéâtres. L’enveloppe de 9 millions d’euros annuels aujourd’hui prévue à cet effet (16 millions pour 2020-2021) risque d’être bien insuffisante, toujours selon Jean Sibilia. «Cela représente 150 à 200 000 euros par faculté de médecine, ce qui est évidemment insuffisant pour mettre en place cette réforme avec l’ambition souhaitée», explique-t-il encore.

« Les étudiants en sciences manquent d’outils pour penser l’impact des technologies »

Les ingénieurs et scientifiques qui conçoivent et utilisent les technologies de notre quotidien n’ont pas de vision du modèle de société qu’ils veulent créer, estime l’anthropologue du numérique Rahaf Harfoush.

Rahaf Harfoush, anthropologue du numérique, participe à la chaire « Good in Tech », lancée début septembre par l’Institut Mines-Telecom Business School et Sciences Po. Ce projet de recherche vise à repenser l’innovation et la technologie comme « moteurs d’un monde meilleur, pour et par l’humain ».

Vous commencez souvent vos conférences par l’histoire de deux amis ingénieurs, Roman et Eugenia. Lorsque Roman meurt dans un accident de voiture, Eugenia, spécialiste de l’intelligence artificielle, rassemble toutes ses traces numériques – e-mails, sms, etc. – et crée un algorithme pour les transformer en « chatbots ». Qu’est-ce que cela illustre ?

D’abord, ceci est une histoire vraie. Aux Etats-Unis, certaines entreprises proposent aux familles de conserver l’identité numérique de leurs proches après leur mort avec diverses applications possibles, comme la création de chatbots (robots conversationnels). J’utilise l’exemple de Roman et Eugenia car la mort est un moment émotionnel incontournable dans une vie humaine et cela attire immédiatement l’attention de mon auditoire. Evoquer ce moment émotionnel me permet de questionner le lien que nous avons avec la technologie. Cet exemple illustre de façon extrême comment celle-ci influence notre façon de porter le deuil, et comment elle a influencé tous les autres domaines de nos vies : notre façon de manger, d’aimer ou de voter.

Quel regard portez-vous sur la formation de ceux qui conçoivent ces technologies ?

De manière générale, je trouve que les étudiants en sciences ont des compétences techniques de haut niveau, mais qu’ils manquent d’outils issus des sciences humaines ou sociales – anthropologie, sociologie, psychologie, philosophie – pour réfléchir à la technologie et à son impact. Quelle société veut-on créer ? C’est la première question qu’il faudrait se poser avant de se demander ce qu’il est possible de créer techniquement, et quels marchés peuvent en découler. Comment définit-on l’innovation ? Doit-elle être durable, inclusive, éthique ?

Vous prenez l’exemple du filtre « couronne de fleurs » de Snapchat [un filtre qui embellit le visage sur un selfie]…

Ce filtre, très apprécié par les jeunes, semble parfaitement inoffensif, mais il est en fait le révélateur d’une vision « biaisée » de la beauté. En réalité, quand vous appliquez ce filtre à votre selfie, la photo en ressort transformée : la peau est plus blanche, le menton plus fin, les yeux plus grands, les pommettes plus hautes. En somme, c’est un algorithme qui code une vision de la beauté « caucasienne ». Quel est l’impact de ce filtre sur l’estime de soi, comment modifie-t-il l’image de soi ? Ce sont des questions qui n’ont pas été posées avant sa conception. Autre exemple : le filtre « journée de la femme », qui utilise le visage de Marie Curie, la célèbre physicienne et chimiste. Ce que l’utilisateur de Snapchat retient de ce visage, c’est son maquillage des yeux très accentué. Qu’est-ce que cela dit de la vision de la femme ? De la femme scientifique ? Voilà le genre de questions qui devraient avoir leur place dans les écoles d’ingénieurs.

L’université de Nanterre forme les start-upeurs de l’économie solidaire

Tour de France des campus, étape 4. Déterminé à faire un atout de son « passé militant », le campus de l’ouest parisien propose une structure d’accompagnement à l’entrepreneuriat social et solidaire.

Un incubateur dans le chaudron de Nanterre. Voici tout juste un an, la grande université de l’Ouest parisien (Hauts-de-Seine) s’est dotée d’une structure inédite, presque incongrue en ce lieu où incuba la révolte étudiante de 1968 : une structure d’accompagnement à la création d’entreprise – diplôme d’étudiant entrepreneur à la clé.

I-Engage – c’est son nom – se veut unique en son genre : les jeunes pousses que cet incubateur entend faire émerger sont exclusivement tournées vers l’économie sociale et solidaire (ESS). « Nous ne cherchons pas la licorne numérique, prévient d’emblée Khanh-hung Tran, maître de conférences en physique et chargé de mission à la direction de l’entrepreneuriat de l’Université Paris Nanterre (UPN). Nous voulons accompagner les étudiants qui ont envie d’un modèle différent, qui cherchent du sens dans leurs études. Y compris et surtout les étudiants qui viennent de milieux sociaux plus défavorisés. »

La nouvelle structure, lancée en 2018 avec l’appui initial de La Poste comme mécène, a pris la suite du dispositif Pépite PON (Pôle étudiant pour l’innovation, le transfert et l’entrepreneuriat Paris Ouest Nord, regroupement de dix établissements franciliens d’enseignement supérieur et de recherche), créé en 2014. Le chargé de mission revendique « un modèle atypique d’incubateur », en phase avec l’histoire et les valeurs de « Nanterre la Folie », comme fut jadis surnommée la première université « banlieusarde » (d’après le nom du quartier la Folie), créée au début des années 1960 pour désengorger la vieille Sorbonne.

« Il aurait été malvenu de faire quelque chose de tout-libéral ici, même si les étudiants ne sont plus les mêmes qu’il y a dix ou quinze ans, et si l’esprit entrepreneurial infuse comme partout ailleurs, pondère celui qui fut lui-même start-upeur avant de rejoindre les rangs des enseignants-chercheurs nanterriens. En même temps, on ne pouvait pas rester sur un modèle d’enseignement vertical, comme dans les années 1960. Nous demeurons fidèles à ce qui fait la force de Nanterre, ses cursus humanistes autant que scientifiques, mais nous mettons plus de pédagogie par projet, par compétence. Avec une conscience de l’impact sur la société, sur l’environnement. »
