Universitatea „Cuza” din Iași a luat o serie de decizii care facilitează și încurajează desfășurarea preponderent on-line a Admiterii pentru anul universitar 2020-2021. În perioada 13-18 iulie 2020, candidații se vor putea înscrie electronic, pe site-ul inscriere.uaic.ro. Pentru anul universitar 2020-2021, Universitatea „Cuza” din Iași scoate la concurs un număr total de 3.500 locuri la programe de licență, 2.150 la master, respectiv 155 la doctorat.

La Admiterea 2020 de la Universitatea „Alexandru Ion Cuza” din Iași, din acest an au fost eliminate toate probele scrise, iar probele orale se vor susține on-line, prin intermediul platformelor audio-video. La unele facultăți ale Universității „Cuza” din Iași au fost aprobate modificări ale condițiilor de Admitere 2020. Spre exemplu, pentru Admiterea la studii de licență, Facultatea de Drept a renunțat la testul scris, acesta fiind înlocuit de media anilor de studii din liceu. Candidații care vor opta pentru Facultatea de Educație Fizică și Sport nu vor mai susține proba sportivă și vor fi admiși pe baza unei medii în care ponderea examenului de Bacalaureat este de 75 la sută.

La Facultatea de Informatică s-a renunțat la testul scris pentru Admiterea 2020 de la Universitatea „Cuza” din Iași

Facultatea de Informatică de la Universitatea „Cuza” din Iași, pentru Admiterea 2020, a renunțat la testul scris, urmând să facă Admiterea de baza unei medii în care nota la Matematică sau Informatică din cadrul examenului de Bacalaureat va conta în proporție de 75 la sută. Facultatea de Psihologie și Științe ale Educației, Facultatea de Teologie Ortodoxă, precum și Facultatea de Teologie Romano-Catolică au renunțat la probele specifice, Admiterea 2020 la Universitatea „Cuza” din Iași realizându-se doar pe baza rezultatelor obținute la examenul de Bacalaureat. Admiterea la studii de master se va face, la toate cele 15 facultăți ale Universității „Cuza” din Iași, pe baza unei medii în care examenul de licență va conta în proporție de 60 la sută, iar nota la prezentarea CV-ului și/sau a scrisorii de intenție sau interviul, susținute on-line, va avea o pondere de 40 la sută.

Candidații care doresc să participe la concursul de Admitere pentru anul universitar 2020/2021, la Universitatea „Cuza” din Iași, au posibilitatea de a se preînscrie on-line, opțiune disponibilă atât candidaților cetățeni români cu domiciliul în România sau în străinătate, cetățenilor statelor membre ale Uniuni Europene (UE) sau din Spațiul Economic European (SEE), cât și candidaților din Republica Moldova sau etnicilor români din celelalte state.

„Accesând Platforma înscriere.uaic.ro, aceștia se pot pregăti din timp pentru Admitere 2020. Astfel, candidații pot completa fișa de preînscriere, în care se regăsesc toate informațiile incluse în fișa de înscriere la concursul de Admitere, pot formula opțiuni privind programele de studii la care ar dori să fie admiși, pot încărca documente doveditoare privind datele personale, studiile absolvite, rezultatele obținute etc. Dosarele complete vor primi confirmarea preînscrierii și recomandări din partea Comisiei de Admitere 2020 la Universitatea „Cuza” din Iași de la nivelul fiecărei facultăți, asigurând timpul necesar corectării unor eventuale erori sau completării dosarului de concurs”, a transmis conducerea Universității „Cuza” din Iași.

Un important senator al UAIC Iaşi a dialogat despre studiul în care au fost implicaţi peste o mie de studenţi, referitor la condiţiile de viaţă în timpul pandemiei Covid-19, în Platoul BZI LIVE

Despre studiul, în care au fost implicați sute de studenți, legat de educația și susținerea examenelor on-line în plină pandemie de COVID-19, într-o ediție BZI LIVE de impact, programată vineri, 29 mai 2020, ora 15.00. Invitat special a fost Costel Marian Dalban, senator al Universității Alexandru Ioan Cuza (UAIC) din Iași. Acesta este absolvent al Facultății de Filosofie și Științe Social-Politice din cadrul Universității Cuza din Iași, reprezentant al comunităţii celei mai vechi instituţii moderne de învăţământ superior a ţării respectiv vicepreședinte al Uniunii Naționale a Studenților din România (UNSR). Alături de acesta s-a dialogat despre studiul, unde au răspuns peste 1.300 de studenți, care este referitor la condițiile de viață în timpul pandemiei COVID-19. Este vorba despre cei aflați la licență și master.

„European Students Union (ESU) a lansat un chestioar referitor la condițiile de viață pentru studenții la programele de licență și master în contextul pandemiei COVID-19. Participarea la acest studiu este voluntară și anonimă și va ajuta ESU la formularea recomandărilor cu privire la modul în care studenții pot fi susținuți în situații de criză. Chestionarul are opt secțiuni, iar timpul de completare al acestuia este de aproximativ 15 minute”, au transmis oficialii UAIC.

Această inițiativă are un scop sociologic și științific care să aducă date relevante pentru modul în care această categorie de persoane au parcurs, derulând activitățile în contextul acestei pandemii, aceste săptămâni. 1.500 de elevi dau simularea pentru admiterea la UMF astăzi, exclusiv online

 Peste 1.500 de elevi vor participa astăzi, sâmbătă, 30 mai, la cea de-a doua ediţie a Simulării Concursului de Admitere la Universitatea de Medicină şi Farmacie „Grigore T. Popa“ din Iaşi. Cifra este comparabilă cu prima sesiune, din martie, care s-a desfăşurat cu prezenţa fizică a elevilor, când au fost aproximativ 1.600 de candidaţi. 

Astfel, după ce s-au înscris în perioada 11 – 24 mai, elevii vor susţine simularea pentru admiterea ce este programată pentru data de 26 iulie pe o platformă online, fiind primul astfel de experiment realizat de către UMF Iaşi. „Nu am vrut să renunţăm la acest proiect, pentru că este important să le oferim candidaţilor şansa de a-şi testa cunoştinţele înainte de concursul de admitere, astfel că această sesiune se va desfăşura online. Este cea mai bună soluţie găsită de organizatori şi îi felicit pentru eforturile depuse, iar viitorilor candidaţi le urez succes“, a declarat prof. univ. dr. Viorel Scripcariu, rectorul UMF Iaşi.

Concursul propriu-zis constă în susţinerea unui test-grilă sub forma unui formular online cu întrebări concepute şi redactate exclusiv de către cadrele didactice ale Universităţii de Medicină şi Farmacie „Grigore T. Popa“ din Iaşi. Timp de 3 ore, candidaţii vor rezolva întrebările de tip complement simplu cu informaţii din toate manualele alternative valabile pentru disciplinele şi clasele de liceu.

„Această ediţie a Simulării Concursului de Admitere presupune colaborarea Comitetului de Organizare cu o platformă specializată în susţinerea de testări online. S-a decis parteneriatul cu QuestMed, o aplicaţie web care permite crearea şi distribuirea tezei pe care candidaţii o vor avea de completat. Candidaţii se vor înscrie pe site-ul nostru şi vor fi direcţionaţi automat pe platforma online, unde li se va genera un cont cu user şi parolă. Cu acestea se vor loga în momentul simulării“, a declarat Miruna Ungureanu, preşedinte SSMI, ligile studenţeşti fiind parteneri în realizarea acestui proiect, aflat la cea de-a IX-a ediţie. Taxa de participare este în cuantum de 30 de lei şi poate fi plătită online cu ajutorul unui card bancar în timpul procesului de completare a formularului de înscriere sau prin transfer bancar.

Soas survived the end of empire but can it recover this time?

 London’s School of Oriental and African Studies was already struggling as modern language study declines in UK

For more than 100 years, the School of Oriental and African Studies has been a fixture in Bloomsbury, central London, and among the world’s academic elite, its former students range from David Lammy, the Tottenham MP, to Enoch Powell.

The school’s founding in 1916 was part of Britain’s imperialist project, to train and educate colonial administrators and officers for their future posts. Enoch Powell’s brief time at Soas saw him learn Urdu so – the Conservative leadership candidate thought – he could some day become viceroy of India. But even after Soas shed that role, as Britain shed its empire, the school remained determinedly international, able to attract staff and students from around the world.

As recently as 2005, the Guardian’s university guide ranked Soas as fourth-best in the UK, ahead of its neighbours, King’s College London and University College London.

But while its physical location, alongside the British Museum, suggests permanence, its recent history is one of increasing uncertainty, eroded by the changes that have swept through higher education in England.

One of Soas’s specialities remains the languages of Africa, Asia and the Middle East. But the study of popular modern foreign languages, such as French and German, has been in decline in the UK for the past decade, as fewer pupils take them at school. That has left Soas’s suite of language courses facing an even tougher domestic recruitment market.

Teaching languages is also relatively expensive. In larger universities, cheaper and more popular courses, such as politics and law, cross-subsidise the costs of modern languages, but Soas is also a victim of its size. While it does offer popular courses such as law for undergraduates, the numbers are too small to offset the costs of language provision. While English universities have a median turnover of about £150m a year, Soas’s is barely £90m.

Matters were made worse in 2015 when the government removed the cap on undergraduates numbers that had restrained individual university growth. Coupled with the £9,000 tuition fee introduced in 2012, institutions suddenly had both the incentive and the means to recruit as many students as possible. Many grew rapidly, eating into Soas’s pool of students at home and abroad.

If a restructured Soas continues to struggle to attract students, the question will be if a government that wants to declare Britain open in a post-Brexit, post-coronavirus world can afford to let it close. The school still attracts policymakers from around the world for training, while the United Nations and other multilateral organisations are filled with its graduates.

“Saving Soas needs a political decision at some point, the government needs to decide that this institution is valuable. But everybody is really sceptical that this government would do that,” said one academic.

Soas to slash budgets and staff as debt crisis worsens in pandemic

 Exclusive: fears of takeover after auditors question whether London-based institution can continue

Soas University of London is being forced to slash budgets and prepare significant staff cuts after being caught in a financial crisis hastened by the coronavirus pandemic, the Guardian can reveal.

Staff say they fear that management is cutting costs to make the college, formerly called the School of Oriental and African Studies, a palatable takeover target for an overseas institution or one of its London rivals, as the latest financial figures show that it to be carrying multi-million pound deficits and risks running out of cash next year.

Soas’s auditors warned this month that the impact of the coronavirus outbreak on student recruitment meant “a material uncertainty exists that may cast significant doubt on the school’s ability to continue as a going concern” over the next 12 months.

One Soas academic said the school’s senior managers had “been unable to make significant changes over the last few years, and now it has ended in a big crisis. This is a serious failure of management.”

Last week Soas’s senior academics were ordered to identify staff cuts to be submitted on Friday, in a brutal exercise that one said was reminiscent of “corporate takeovers in the 1980s”, asking departments to balance their budgets while modelling a 50% drop in new international students.

Heads of departments were sent spreadsheets with increased contributions to the central budget along with projected losses, and asked to specify which posts would be cut for their department to break even. In some cases, managers have presented cuts to courses to be taught next year and told department leaders to define the minimum number of staff needed.

One department, the centre for international foundation courses and English language study (IFCELS), has been told to make so many cuts that it will in effect disappear, along with its 55 staff.

Soas’s highly regarded international development department – ranked eighth in the world – is also said to be among the hardest hit, while the anthropology and sociology department is likely to lose between a third and a half of its academic staff.

“I think people are in shock,” said one staff member. “This all happened while we are still coping with Covid-19.”

The crisis has struck as Soas faces a change in leadership, with the departing director, Valerie Amos, to be replaced by an interim director, Graham Upton, a former vice-chancellor of Oxford Brookes University who has performed troubleshooting roles at a number of institutions.

Earlier this month Soas sold valuable property in Russell Square, central London, for £9m, while a memo from Upton revealed that Soas has been struggling to maintain sufficient credit from banks to remain solvent.

The memo, labelled “highly confidential”, states: “The school is structurally unprofitable, having run deficit budgets for the past three years with a fourth in prospect, and this has brought our cash flow to a point where our auditors have questioned whether we can be seen as a ‘going concern’.

“The recent sale of the Russell Square terraces has provided a short-term solution to our cash flow problems but this is an emergency measure which does not solve our longer-term viability problems. Our auditors, our bankers, the Office for Students [OfS] and the board of trustees all now require a change to the school’s basic operating model.”

So far Soas and the OfS, the higher education regulator for England, have made little public comment, despite the scale of the financial turmoil, partly for fear of alarming potential students applying to start in autumn.

The school’s internal forecasts show falls in tuition fee income ranging from £9m to £18m next year, with the budget attempting to cover £14.9m losses based on 50% less from international students and 15% less from domestic and EU students..

One department head said that so far “very few” applicants had taken up offers they had received from Soas, compared with previous years, because of the Covid-19 outbreak.

Soas’s annual accounts for 2018-19 were delayed by five months beyond the OfS’s deadline for publication, and finally signed off by its trustees on 15 May.

The accounts reveal a headline deficit of £19.1m in 2018-19, but excluding changes in pension liabilities, the annual deficit was £6.2m, driven by a £2m fall in tuition fees from UK and EU students, as the number of undergraduates enrolled fell to its lowest level since 2012.

Andrew McGettigan, an expert on university financing, said he warned the school about its cash position in December 2018, and that Soas’s strategy to embrace a smaller undergraduate intake would leave it exposed to shocks.

“Soas’s present situation is the result of a failed strategy. The cash position is even worse than planned and the shock is much bigger than I warned about,” McGettigan said.

A spokesperson for Soas said: “Soas is taking decisive action now to ensure we can continue to provide an excellent student experience to our new and returning students …

“Our Board of Trustees has approved the accounts with SOAS as a going concern. Our auditors have made a statement about material uncertainty around future income from student recruitment in the context of Covid-19 … These are sector-wide not Soas specific risks. Proposals are being developed to be implemented by September 2020 and will be subject to consultation.

“We are modelling a range of scenarios in relation to the anticipated impact of Covid-19 on upcoming student recruitment which could reduce our income by between £8-16m.

“We have no plans to merge with another institution.”

An OfS spokesperson said: “The OfS is aware of this situation and is closely monitoring Soas’s development of plans for restructuring. The interests of current and future students are always our primary concern and we will continue to keep under review whether any further regulatory action is needed to protect them.”

We can’t yet say what’s on offer in September, UK universities tell freshers

 As the deadline to accept a place approaches, universities are unable to promise lectures, seminars, halls or a nightlife

 Anxious sixth-formers trying to decide which university offer to accept are finding little clear information to steer them, with vice-chancellors saying they are still not able to promise anything like the usual experience of lectures, seminars, nightlife – or even shared kitchen and dining spaces in halls.

Would-be freshers who have received offers will be asked to confirm a firm first choice by 18 June. Last week Nicola Dandridge, chief executive of the Office for Students, told MPs that before a student accepted a place, universities must provide “absolute clarity” about what their experience of starting during the pandemic would be like. But many vice-chancellors say this is unrealistic and are hedging their bets for fear of “over-promising”.

The head of a university in the elite Russell Group says: “We can’t honestly be clear where we will be in four months’ time. And there are legal implications if you say ‘yes, you’ll be here attending seminars and staying in halls,’ and then that can’t happen.”

Colin Riordan, vice-chancellor of Cardiff, says universities are being careful not to over-promise.

Prof Colin Riordan, the vice-chancellor of Cardiff University, another Russell Group member, says: “We are fortunate that we aren’t regulated by the OfS so we can safely ignore what they are saying. Our regulator in Wales is being much more pragmatic and not asking us to do what we can’t do.”

Universities are devising plans for how to open up their campuses again in the autumn – not least because they are worried that thousands of new students might otherwise try to defer their places.

Mike Taylor, a computer programmer from Ruardean, Gloucestershire, says his youngest son, Jonno, who wants to be a composer, is now unsure about whether to press ahead with studying music at Lincoln University, a course he feels is “absolutely perfect” for him.

While Taylor is not convinced small-group teaching is safe, he is most saddened about what his son’s social experience of university would be like. “If you go to study music, you want to sing in choirs, form bands, do gigs in the student union, and so on. None of that can happen safely,” he says.

“The big concern is that university is one of those things you get one shot at. If Jonno goes now, he burns his precious three years, and accumulates his huge debt, for what can only be a substandard experience.”

Simon Marginson, professor of higher education at Oxford University, says that faced with an online start, many students’ instincts will be to defer, or to “take their chances” on admission in a future year. “Students will be more sharply aware of a diminished offering at university than the struggle to find work in a recession, which they have yet to fully experience,” he says.

Riordan, meanwhile, says universities are hoping that by September regulations will have relaxed enough for freshers to have a campus-based experience, even if it looks and feels very different because of distancing rules. But he says no one knows for sure whether there will be a resurgence of the disease, or what the regulations will be at that time.

“Most of us are being pretty cautious, as over-promising or giving students misinformation would be far worse,” he says.

CambridgeManchester and Nottingham Trent universities have all confirmed that they will be delivering lectures online, at least for the first semester, with hopes to deliver small-group teaching face-to-face. Riordan agrees large group teaching by September is likely to be “out of the question” and says small-group contact would be “the easiest thing to fix”.

Other elements of the plan are trickier. “What you can’t put online so easily are things like chemical practicals, which need a lab, or teaching doctors and dentists, where there really needs to be personal interaction and training. We have to find a way around that as we clearly can’t stop training doctors.”

Like most universities, Cardiff has mapped out one-way systems around its buildings similar to those in supermarkets. Extra toilets are being commissioned in car parks.

However, one of the questions keeping Riordan awake at night is how the university will ensure that young people, who have been among the most likely to flout social distancing rules, take the plan seriously.

“We may get people to sign an agreement as a condition of being on campus. We have to do everything we can to avoid an outbreak.” His team is talking to lawyers about this.

While parents and staff want reassurances about safety, he believes many students are still hoping for a first term of socialising and parties. He advises a reality check: “We won’t have the same sort of nightlife anywhere in the country.”

However, some universities, sensing that many students will want a campus-based experience, are aiming to deliver lectures in person. Worcester says that to keep numbers down it will alternate students between those attending in person and those watching online, and will also offer smaller face-to-face classes.

Its vice-chancellor, Prof David Green, says he is determined to have in-person teaching wherever possible, because “research is already showing that students from disadvantaged backgrounds have found it hardest to progress their studies during the lockdown”.

The head of Aston University, Prof Alec Cameron, says: “Cambridge announced no lectures, but their model has always been that lectures are a voluntary element. Most of the sector still relies on lectures as a core component.”

However, Cameron estimates that a 200-person lecture would need to be cut by about two-thirds to comply with social distancing, and his university doesn’t yet know how to achieve that.

Another big challenge, he says, will be working out with its private provider how halls will function, with their shared living, kitchen and dining spaces. “In the short term it may be difficult to provide some of those arrangements under strong social distancing requirements,” he admits.

Cameron says: “We have to be open about the uncertainty that is attached to our good intentions. We are saying that we will be enrolling and commencing students in September. But at the heart of our decision making, our top priority will be whether it is safe for students and safe for staff.”

Smita Jamdar, head of education at the law firm Shakespeare Martineau, wants the OfS to “dial back” its demands. “Right now, with universities under the most extraordinary pressure, they seem to be expecting more of them than they would in normal times.”

However, Colin McCaig, professor of higher education at Sheffield Hallam University, says universities can’t keep would-be students in the dark much longer. “It’s a circle that has to be squared. Universities need to come out and put their sticker up on the window and say ‘Hey, this is what you’re getting.’ Only then can consumers make a proper choice.”

Jean-Noël BERNARD.- Oui, un programme, c’est gérer son temps, cela évite de partir dans tous les sens, de s’éparpiller. Et puis cela permet d’éviter de procrastiner. Une fois qu’on a cadré son programme, on sait le temps que l’on doit passer sur chaque discipline, c’est très important. Les élèves gagneront en efficacité.

Lorsqu’un sportif prépare une compétition, il fait son planning d’entraînement pour être en forme le jour J. C’est exactement pareil. Les étudiants doivent faire un programme pour être au top de leur forme intellectuelle et physique le jour des écrits.

D’abord, il faut déterminer le contenu: ce que l’on va mettre dans ce programme. C’est assez difficile car les étudiants de classe préparatoire ont déjà beaucoup travaillé depuis deux ans, dans toutes les disciplines. Je leur conseille d’aller voir le programme officiel avec les capacités exigibles: ils pourront ainsi faire le point sur ce qu’ils savent et ce qu’ils ne savent pas.

Ensuite, le cadre: il ne faut pas qu’il soit irréaliste ou trop ambitieux. Il faut faire quelque chose d’équilibré et souple. Il est important d’inclure des moments de pause dans son programme. Le moment dépendra de chacun mais il faut que cela apparaisse dans le programme, c’est rassurant.

Et puis, il faut aussi introduire dans le programme des créneaux de secours, où on ne met rien. Comme ça, si jamais ils ont un coup de mou à un moment donné, s’ils sortent, s’ils font autre chose, ce créneau de secours servira pour rattraper ce qu’ils n’ont pas fait.

Il est important de formaliser le programme: soit en faisant une «to do list», soit en faisant un planning avec des créneaux. Il ‘est important de barrer ou surligner les choses que l’on a faites. C’est très satisfaisant et rassurant

Quelles plages horaires faut-il privilégier?

Cela va dépendre des étudiants. Il faut essayer de respecter son biorythme. Ceux qui sont plus du matin peuvent se lever tôt, travailler le matin, faire une sieste et retravailler après. Ou inversement pour ceux qui ne sont pas du matin.

Ce qui est essentiel, c’est que l’organisation du temps doit tendre à ce qui les attend dans un mois: ils auront des épreuves assez condensées, ils devront se lever le matin tôt, terminer plus tard. Leur temps de travail doit aller petit à petit vers ce qui va se passer le jour des écrits.

Comment doivent faire les étudiants pour bien varier les matières? Un jour une matière? Une demi-journée?

Certains sont capables de se concentrer longtemps sur le même sujet, d’autres préfèrent varier les matières. Au bout de deux ans de prépa, les étudiants ont appris à se connaître. Je recommande de séparer les tâches délicates. Il faut essayer d’alterner les moments où on va devoir s’investir pleinement et ceux où l’on va pouvoir travailler plus sereinement.

Les étudiants peuvent-ils se permettre de faire des impasses?

Ils ont eu deux mois de plus pour réviser. Les impasses ne sont pas justifiables. Il faut a minima connaître son cours parfaitement. Je dirais qu’il faut qu’ils passent plus de temps sur les choses qu’ils ont mal comprises et moins de temps sur celles qu’ils connaissent bien.

Auriez-vous un dernier conseil?

Il faut continuer à travailler en groupe. Comme ça, ils vont s’expliquer pourquoi ils ont mis telle ou telle réponse. Puis, il faut se faire confiance, on élabore un programme, on se fixe un cap, on s’y tient.

Paces: l’université de Toulouse réaménage encore son concours après une grogne étudiante

 De nombreux candidats avaient manifesté leur mécontentement après la décision de leur université de réduire le temps et le nombre d’épreuves.

L’université Paul Sabatier de Toulouse a lâché du lest sur l’organisation du concours ultra-sélectif des études médicales, après une levée de boucliers des candidats contre les aménagements prévus pour cause de Covid-19.

Nombre de candidats s’étaient élevés contre des épreuves dénoncées comme «charcutées» et «hasardeuses», les aménagements annoncés début mai prévoyant une coupe claire dans les épreuves et leur durée.

La durée ne sera réduite que de moitié

L’université a rectifié le tir mardi, «après l’autorisation accordée par le ministère de l’Enseignement supérieur pour modifier la durée et les coefficients des épreuves», a indiqué à l’AFP le doyen de la faculté de médecine de Rangueil, Elie Serrano.

La durée des épreuves ne sera ainsi réduite que «de moitié et non plus des deux-tiers», a-t-il précisé. Et les questions ne porteront «que sur les cours réalisés avant le confinement».

Dans un courriel adressé cette semaine aux quelque 3.000 étudiants de la Paces (première année commune des études de santé) à Toulouse, l’université indique aussi que les coefficients des épreuves de juin seront réduits par rapport à ceux du premier quadrimestre.

Les étudiants partagés

À l’origine d’une pétition contre les premiers aménagements annoncés — qui a recueilli plus de 2.600 signatures– Raphaëlle*, une étudiante de 19 ans, se félicite de cette pondération, qui permet, selon elle, de prendre en compte «l’absence de continuité pédagogique depuis près de trois mois».

Un autre pan de la controverse, portant sur les conditions sanitaires dans lesquelles doivent se dérouler les épreuves, continue toutefois d’agiter les candidats. «Beaucoup d’étudiants à la santé fragile s’affolent de voir que le concours est maintenu alors que le virus circule toujours», témoigne un autre étudiant, Léo*.

Le doyen était également opposé au maintien des épreuves pour des raisons sanitaires: «le ministère n’a pas suivi cette voie (…), il a donc fallu se mettre en ordre de marche et répondre au mieux à la quadrature du cercle», dit-il.

Spécificité de Toulouse, trois concours distincts de la Paces sont organisés chaque année, suivis chacun par quelque 900 étudiants. «Pour ne prendre aucun risque», ils seront répartis dans quatre salles, dont deux «pour ceux justifiant d’une santé fragile et ceux qui se disent malades ou ayant été en contact récent avec des malades», a souligné le doyen.

A Paris-I, le recteur demande l’annulation des modalités d’examen à l’université, « entachées d’illégalité »

Le tribunal administratif doit de nouveau statuer, le 4 juin, sur les conditions d’évaluation des étudiants de l’université Paris-I, qui avaient été entérinées le 20 mai.

Le tribunal administratif de Paris n’en a pas fini avec l’université Paris-I-Panthéon-Sorbonne. A la demande du recteur et chancelier des universités, Gilles Pécout, il devra de nouveau se prononcer, le 4 juin, sur le caractère légal des modalités exceptionnelles d’évaluation des étudiants, en raison de la crise due au Covid-19. Elles ont pourtant été entérinées par le juge des référés le 20 mai. Dans sa décision, celui-ci avait rejeté la requête en annulation déposée par treize enseignants mettant en cause les modalités de passation des examens adoptées en commission de la formation et de la vie universitaire (CFVU).

Dans le cadre du contrôle de légalité qu’exerce le recteur-chancelier sur les délibérations des universités, Gilles Pécout a pris un arrêté, le 25 mai, suspendant le cadrage adopté, qui prévoit une neutralisation des notes en dessous de 10/20. Il demande en urgence au juge administratif une annulation de ces modalités à ses yeux « entachées d’illégalité » et « de nature à porter gravement atteinte au fonctionnement de l’université ».

Ce cadrage n’est d’ailleurs pas respecté, fait valoir Gilles Pécout, qui indique que six directeurs de département lui ont adressé un courrier confirmant « leur refus d’organiser les examens dans les conditions prévues par les deux délibérations qu’ils regardent comme faisant obstacle à toute évaluation des connaissances et comme portant notamment atteinte au principe d’égalité de traitement des étudiants et à la souveraineté des jurys ».

Parmi eux, le directeur de l’école de droit de la Sorbonne, François-Guy Trébulle, rappelle que le référé du 20 mai « a été rendu par un juge unique sans avoir entendu les parties et sur la foi de documents qui n’ont pas pu être discutés ». Il regrette que l’idée d’une absence de possibilité d’organiser les examens ait pu l’emporter. « Cette affirmation est erronée, dit-il. Des examens à distance peuvent avoir lieu même si le taux d’équipement des étudiants n’est pas de 100 % et qu’il y a des adaptations à prévoir. » Le professeur de droit en veut pour preuve un taux de participation de 95 % en moyenne aux galops d’essai déjà soumis aux étudiants en droit durant le confinement. Soit « davantage que lors d’examens en présentiel », relève-t-il.

« On prend conscience de qui sont les vrais amis » : pour les étudiants, retour à la vie sociale à tâtons

Les jeunes n’ont pas attendu la réouverture des bars et des cafés, prévue le 2 juin, pour inventer de nouvelles manières de se retrouver.

Fidèle invétérée des boîtes de nuit, Eva, 22 ans, annonce la couleur : « On ne va pas s’arrêter de vivre ! » Pour les 20 ans d’une amie, elle organise dans quelques jours une soirée surprise dans la maison de sa tante, à Cessieu (Isère). Avec DJ Dario, une trentaine d’invités et un canon à CO2 pour l’effet fumée. La jeune femme a choisi de faire appel au service de La Mala chez toi, lancée par sa copine Mégane pendant le confinement.

Directrice artistique d’un club à Lyon, Mégane Kassabian, 27 ans, est en chômage partiel en attendant la réouverture des boîtes de nuit – qui n’aura pas lieu avant le 22 juin, selon les dernières annonces gouvernementales. En attendant, elle propose des « livraisons de soirées à domicile », sur mesure, selon les budgets. « J’ai monté ça pour pallier le manque de discothèques, dit-elle. On préconise à nos clients de respecter les gestes barrières. Mais ce n’est pas évident de porter un masque en dansant. »

Si les bars rouvriront à partir du 2 juin – seulement en extérieur dans la « zone orange » –, les jeunes n’ont pas attendu cette décision pour reconfigurer leur vie sociale. Celle-ci a pris, depuis le début du déconfinement, de nouvelles formes, s’adaptant aux contraintes administratives et sanitaires. Boissons à emporter à consommer dans la rue, retrouvailles dans la nature, pique-niques dans l’espace public…

Tiraillements

Dès le premier jour du déconfinement, le 11 mai, tout avait été savamment orchestré par Léo, étudiant en master d’écologie à l’université de Saint-Etienne (Loire), et sa bande de copains : huit personnes dans un appartement ; des breuvages commandés en ligne afin d’éviter la queue au supermarché ; un plan de bataille pour savoir qui irait dormir chez qui. « Ça devenait nécessaire de se retrouver », raconte Léo, 22 ans, qui a passé deux mois confiné en famille à la campagne.

Pour ne pas risquer de contaminer ses parents, Léo a décidé de ne pas retourner dans la maison familiale. Depuis, il est installé chez son ami Mathias pour une durée indéterminée, avec un programme de sorties quotidiennes. De jour comme de nuit. « Avec le virus, c’est pas mal de se voir aussi l’après-midi en extérieur, au parc ou dans les montagnes », explique Léo.

Des tiraillements entre une envie folle de sociabilité, un soupçon de culpabilité et la peur d’être reconfiné. Ces expériences font écho aux états d’âme de nombreux étudiants en cette période de déconfinement. « En termes de relations sociales, les jeunes sont ceux qui avaient le plus à perdre avec le confinement, confirme la sociologue Claire Bidart, membre d’une équipe de chercheurs à l’origine de l’enquête « La vie en confinement », à laquelle plus de 16 000 personnes ont réponduSelon nos premiers résultats, les 18-30 ans sont ceux qui déclarent le plus avoir diminué les contacts amicaux, notamment parce que les jeunes ont plus d’amis que leurs aînés. »

Consiliul Național al Rectorilor, la care se alătură și universitățile de stat din Iași, a decis că nu trebuie finanțate studiile unui număr mare de persoane, care după câteva săptămâni sau luni vor abandona facultatea din cauza nivelului necorespunzător de pregătire.
Examenului de Bacalaureat, la cerința rectorilor din Iași, trebuie derulat într-un mod responsabil și echitabil, cu respectarea precauțiilor pentru prevenirea coronavirusului, iar drumul către studiile universitare nu trebuie să fie parcurs cu situații de compromis și nicio generație de elevi nu trebuie să fie sacrificată. Organizare a examenului de Bacalaureat 2020, în această perioadă anormală și marcată prin Starea de Urgență și Starea de Alertă, impune măsuri de maximă siguranță pentru prevenirea COVID-19.

„Avantajele pe care le generează un examen de bacalaureat sunt multe: învățând pentru BAC, elevii își consolidează cunoștințele dobândite de-a lungul anilor; existența unui examen de final de ciclu organizat cu seriozitate este un factor care motivează elevii să-și atingă potențialul, dar și pe profesori să depună efort pentru organizarea de activități didactice eficiente; o examinarea națională, unitară, este un parametru bun pentru măsurarea calității educației în orice nivel educațional din întreaga țară, care poate fi utilizat pentru îmbunătățirea eficientă a calității educației; o examinare națională unitară este o garanție a faptului că în școală se va urma standardul național de învățământ, inclusiv conținutul educațional, profilurile de competențe și altele care au fost reglementate la nivel național; examinarea sumativă poate motiva suplimentar toate părțile interesate ale educației să ofere infrastructura educațională, astfel încât să construiască o atmosferă de educație bună”, detaliază prof. univ. dr.  Scottish and Welsh universities criticise UK cap on student numbers

 Limit on English students across UK ‘a real problem’ with number of overseas students set to fall in Covid-19 crisis

University leaders have reacted angrily to the UK government’s plan to control the number of students from England who can study in Scotland, Wales and Northern Ireland, saying that it was punishing them for problems caused by the coronavirus outbreak in England.

The Department for Education in England is expected to confirm a cap on the number of undergraduates each university can recruit this autumn – limiting institutions to an increase of no more than 6.5% in the number of new students – in a bid to stop institutions poaching students from their rivals.

But universities and ministers in the devolved administrations said they have been shocked to learn that the DfE wants to impose the same limits on Wales, Scotland and Northern Ireland, despite higher education policy being devolved to individual governments.

Sally Mapstone, the vice-chancellor of the University of St Andrews, said: “There’s been no consultation about this with Scottish universities at all. When we first heard about it, it was a real shock to the sector, it was a surprise to government and to the funding councils. We feel we’ve been completely blindsided by this.”

Mapstone said the decision by the UK government had come at “an incredibly difficult time for student recruitment”, with uncertainty over the number of students attending higher education next year.

Some universities are forecasting that the number of international students enrolling in September could drop by 50% in the aftermath of the coronavirus pandemic, leaving holes that some have aggressively tried to fill with UK students.

“What’s really galling is that the student number controls were in part brought in because of unacceptable and unscrupulous behaviour by a number of English universities,” Mapstone said.

“But there is no evidence whatsoever that Scottish universities have behaved badly. We were not in that group, so to effectively penalise us for something that stems in part from behaviour south of the border seems inappropriate.”

Close to 18,000 students from England travel to Scotland, Wales or Northern Ireland each year to start undergraduate degrees. Welsh universities are particularly popular with English students, with Cardiff University admitting nearly 60% of its undergraduates from across the border.

Colin Riordan, the vice-chancellor of Cardiff University, said: “If there is any intention to limit the numbers of English students that can study in Wales, that would be a real problem and it just does not make any sense.”

Riordan said Cardiff and other universities have already sent out offers to their applicants and many would have already accepted university places.

“That puts us in a contractual position with them, so I don’t know how that would pan out. What I’m hoping is that this is some sort of mix-up that hasn’t been thought through, or it’s some sort of mistake that can be resolved,” Riordan said.

Michelle Donelan, the universities minister for England, is to hold a further meeting with her counterparts on Monday, with further details to be announced next week, according to the DfE.

Anton Muscatell, the vice-chancellor of the University of Glasgow, said: “If an agreement is reached between the governments, it is important that Scottish institutions are treated fairly, on similar terms to English institutions.”

Last academic year around 5,000 English students started their first degrees in Scotland, with close to 2,000 going to the University of Edinburgh alone. Edinburgh declined to comment on the student numbers cap extension.

Alastair Sim, the director of the Universities Scotland group, described the new policy as “a late and low blow” and said: “The UK government’s package of measures for UK universities in early May was England-only in the financial support it offered but it now seems to be UK-wide when it comes to the controls. This is unacceptable.”

Emma Hardy, Labour’s shadow minister for universities, said the UK government needed to ensure the health of the sector in the coronavirus aftermath.

“There is a need for stability in the system and temporary number controls. However, any decision on how this is implemented must be done in conjunction with both the Welsh and Scottish governments,” Hardy said.

„Stejarii de la Mârzești – veteranii Primului Război Mondial. Un dosar centenar și o hartă – probe pentru un nou dosar. Amănunte despre trecutul Pădurii Mârzești le-am găsit într-un dosar de inspecție silvică întocmit după Primul Război Mondial, în anul 1923, cuprinzând o destul de amănunțită descriere a situației în care se afla pădurea în acel moment și o hartă a amplasamentului. Pe hartă, pe marginea sudică a pădurii, de-a lungul drumului, actualul Drum Județean 282, au fost notate câteva repere, borne, care pot fi și astăzi descoperite pe teren”, arată istoricul Marius Chelcu.

Practic, a fost sacrificată pentru efortul de război, fiind tăiată în totalitate de către armată, rămânând doar lăstărișul și câțiva copaci mai bătrâni pe margine. În ciuda situației dezastruoase, inspectorul silvic avea în anul 1922 speranțe mari în privința refacerii fondului. Solul pe care se afla pădurea fiind fertil, lăstărișul care dăduse din rădăcinile copacilor defrișati crescuse exploziv. Trebuiau făcute doar operațiuni corecte de întreținere, pentru a lăsa copacii tineri să se dezvolte”, detaliază cercetătorul Marius Chelcu.

În privința speciilor, se menționa că pe platou la Mânzești, de-a lungul drumului, esența predominantă era stejarul pedunculat, în amestec cu carpen, arțar, cireș, iar pe văi predomina teiul, ulmul, frasinul, în amestec cu arbuști, precum păducelul și cornul. Situația compoziției este asemănătoare și în prezent, dovedind continuitatea, cu excepția tinerei liziere de salcâm, situată în partea cea mai din vale).

„Recomandarea inspectorului silvic era ca pădurea, în afara operațiunilor de rărire a lăstărișului, să nu fie exploatată timp de cel puțin 20 de ani, acesta fiind intervalul minim necesar refacerii sale. Abia apoi se putea reveni la o exploatare normală a fondului forestier. Prin urmare, în afara câtorva copaci, de-i numărai pe degete, în frunte cu stejarul cel mai bătrân, Pădurea Mârzești este urmașa mlădițelor rămase în urma sacrificării complete din timpul Primului Război Mondial.

Sunt copacii tineri care au crescut la umbra câtorva veterani, păstrați ca martori și semne de hotar. Poate nu întâmplător, de cealaltă parte a drumului, terenul agricol, astăzi în mare parte cartier rezidențial, a fost tot atunci dat țăranilor, veterani și urmași ai aceluiași război. Așadar, încercarea Asociației Rediu lui Tătar de protejare a Pădurii și pajiștilor de la Mârzești poate fi și un exercițiu de memorie, de reamintire a sacrificiilor făcute de oameni și natură în momente de cumpănă din trecutul nostru”, completează istoricul Marius Chelcu.

Aceasta este concluzia răspunsurilor primite în urma solicitării pe care Asociația Rediu lui Tătar a înaintat-o, în data de 7 mai 2020, unor instituții cu atribuții în domeniul protecției mediului și a amenajării teritoriului în județul Iași.

„Pe 8 mai, răspuns din partea Direcției Silvice Iași, prin care se arată că «stejarii din apropierea Drumului Județean nu vor fi tăiați, mai ales cel mai gros. Din cele constatate la fața locului, acești stejari sunt aplecați pe Drumul Județean și vom găsi posibilitatea de a fi toaletați în partea dinspre drum, pentru a încerca să evităm ruperea acestora atunci când sunt furtuni, vânturi, căderi de precipitații și pentru a micșora greutatea ce apasă pe trunchiul stejarilor… mai ales că stejarul cel mai mare are trunchiul crăpat la mijloc, aproape până jos.

Pe 14 mai a venit răspuns din partea Agenției pentru Protecția Mediului Iași, direcționat și către UAT Rediu și Instituția Prefectului, prin care la punctul 2 ni se comunica faptul că: «din documentația care a stat la baza emiterii actului de reglementare din punct de vedere al protecției mediului emis de APM Iași, pentru proiectul de modernizare menționat mai sus, reiese faptul că acești arbori nu vor fi tăiați». Pe 21 mai avem răspuns din partea Instituției Prefectului Județului Iași, prin care ni se comunica, pe baza răspunsului Agenției pentru Protecția Mediului că «arborii la care faceți referire nu vor fi tăiați»”, a mai spus istoricul Marius Chelcu.

Starea de sănătate a celui mai bătrân stejar urmează a se reface, cu maximă atenție și responsabilitate, de către specialiști de la Universitatea „Alexandru Ioan Cuza” și Academia Română – filiala Iași. Recomandarea Agenției pentru Protecția Mediului, cuprinsă în punctul 3 al răspunsului, de a se începe demersurile pentru declararea acestor arbori „naturii/istoric/cultural la nivel local, ca formă legală eficientă pentru conservarea și protecția lor. Toate demersurile și deciziile de protejare a arborilor nu afectează cu nimic lucrările de modernizare a Drumului Județean 282.

Iașul în Primul Război Mondial (1916-1918)

Primul Război Mondial a fost un conflict militar de dimensiuni mondiale. A fost un război declanșat în Europa, care a durat de la 28 iulie 1914 și până pe 11 noiembrie 1918. Au participat 70 de milioane de militari, inclusiv 60 de milioane de europeni, mobilizați într-unul dintre cele mai mari războaie din istorie. Nouă milioane de combatanți și șapte milioane de civili au murit ca urmare a războiului. În România, la sfârșitul anului 1916, Familia Regală, Guvernul, Parlamentul s-au refugiat la Iași, în vechea capitală a Moldovei, împreună cu o bună parte a populației.

Drama umană petrecută atunci, în Primul Război Mondial la Iași, a fost amplificată de ger, foamete, tifos și un cumplit accident feroviar, este greu de imaginat astăzi. Numărul victimelor zilnice a produs un efect demoralizator, depășit cu mare dificultate și chinuri. La Iași, toți românii și-au regăsit încrederea în destinul lor. În acele timpuri crunte ale Primului Război Mondial, orașul Iași și locuitorii au dat dovadă de implicare, sacrificiu și de susținere totală.

Doi ieșeni au jurizat primul concurs de vinuri din lume în sistem online

Reputaţi specialişti în oenologie de la Universitatea de Ştiinţe Agricole şi Medicină Veterinară „Ion Ionescu de la Brad” din Iaşi (USAMV) au participat la primul concurs internaţional de vinuri din lume, organizat online.

La sfârșitul săptămânii trecute, timp de trei zile, juraţi internaţionali din diferite ţări au participat la VINARIUM 2020 – cel mai important Concurs Internaţional de Vinuri din Europa de Est.

De la USAMV Iaşi au participat prof.dr. Valeriu V. Cotea, ca preşedinte de comisie, şi şef de lucrări dr. Cintia Colibaba, ca membru în comisie. „Aflat la cea de a XVII-a ediţie, concursul este organizat în conformitate cu normele concursurilor internaţionale de vinuri elaborate de Organizaţia Internaţională a Viei şi Vinului (OIV), iar aprecierea probelor va fi făcută de un juriu internaţional ai cărui membri sunt recunoscuţi prin experienţa şi profesionalismul lor”, au declarat reprezentanţii universităţii. Pentru comunicare live s-a folosit platforma ZOOM, iar evaluarea propriu zisă s-a făcut folosind aplicaţia de jurizare online.

Alături de degustători autorizaţi, oenologi de renume români şi străini, experţi ai României la OIV, la competiţie au participat şi patru deţinători ai titlului de Masters of Wine, clasificare considerată în industria vinului drept unul dintre cele mai înalte standarde de cunoştinţe profesionale, la nivel mondial doar 300 de persoane deţinând acest titlu.

Michael Bloomberg donates £1m to fund online UK summer schools

 Money will help disadvantaged pupils eligible for Sutton Trust programmes cancelled due to Covid-19

Michael Bloomberg, the US billionaire, is to donate more than £1m to fund a replacement for residential university summer schools for British disadvantaged pupils, the Sutton Trust has announced.

Bloomberg, a former mayor of New York and presidential candidate, said the new online platform to be called Sutton Trust is intended to help the sixth-formers who would have been eligible for a place on the trust’s face-to-face programmes cancelled because of coronavirus.

“The coronavirus crisis has presented a whole new set of challenges for students from low-income families, interrupting the school year and cutting off access to resources that help students stay on track – like university application guidance,” Bloomberg said.

“Bloomberg Philanthropies has helped more than 70,000 talented low and middle-income students apply to and enrol in top colleges in the US through our virtual advising programme, and we’re glad to support the work that Sutton Trust online is leading in the UK.

“A parent’s income should never determine a child’s likelihood of going to university – and with the coronavirus taking a devastating financial toll on families, and casting so much uncertainty into young people’s lives, this work is more important and more urgent than ever before.”

The trust said the funding would create online content for students, and a platform for the sixth-formers to receive advice and teaching from the programme’s higher education partners, including Imperial College London and the University of St Andrews.

The trust said its residential and face-to-face summer programmes can only reach about 2,000 students each year, while around 6,000 eligible sixth-formers apply. “The new platform and the Bloomberg funding over three years means the 4,000 who currently don’t get any provision will now get support,” a spokesperson for the trust said.

The students come from across the UK and have met social mobility criteria, such as eligibility for free school meals or were attending a school with a low progression rate to higher education.

Sir Peter Lampl, the trust’s chair and founder, said he was confident that the new platform will be a good substitute for its traditional summer schools.

“Our research has shown that the coronavirus has had a major impact on young people and will have a profound effect on their futures. High quality support is needed more than ever. But with face-to-face programmes unable to go ahead, there is a serious gap,” Lampl said.

The new platform will include features of the trust’s summer schools, including academic content, guidance on applications and student finance, as well as an insight into university life.

Plan to cap numbers at UK universities to go ahead

 DfE in England rejects opposition from devolved administrations

The UK government is going ahead with controversial plans to limit the number of students from England who can enrol at universities in Wales, Scotland and Northern Ireland, rejecting opposition from the devolved administrations.

Education ministers from Scotland and Wales angrily denounced the move, which they said was designed to stop damaging competition for students among English universities but could instead destabilise their own institutions.

Michelle Donelan, the higher education minister for England, held meetings throughout the day with her counterparts from the devolved governments, but refused to back down on the policy.

Kirsty Williams, the Welsh education minister, said after meeting Donelan: “I disagree strongly with England’s approach on this matter.

“I respect decision-making in and for England, just as I do for the other governments in the UK. Quite simply, I expect the same respect from the minister. I will continue to consider my options.”

Richard Lochhead, Scotland’s higher education minister, said the plan was “deeply disappointing”. “It is completely unnecessary and could add further damage to the sector, given that around 10% of current enrolments are from England,” he said, and called on the UK government to work with the devolved administrations to find a solution.

Last year 26,700 students from England enrolled at a Scottish higher education institution, accounting for 10% of total enrolments. But just 9,205 Scottish students enrolled at English universities.

Scottish students studying in Scotland can apply to have their tuition fees paid for, but are charged in full if they study in England, Wales or Northern Ireland, whereas students from the rest of the UK must pay tuition fees if they study in Scotland.

The cap is intended to stop what the Department for Education regards as damaging competition for students between universities in England, who were seeking to recruit more UK students to replace the international students staying away because of the coronavirus outbreak. The cap applied in England would be each institution’s previous forecast intake, plus 5%.

Donelan did not address the complaints, but said after the meetings: “The measures seek to ensure students have the widest possible variety and most suitable places to study in the coming academic year, while avoiding harmful over-recruitment among providers, which could go against the interests of students and the sector.

“The controls will make adjustments to take account of offers already accepted before 1 June, and will make best use of taxpayer funding to support students.”

The details show that the UK government intends to enforce the cap – which would limit devolved universities to growth of 6.5% in students from England – by passing new legislation allowing it to deduct the amount of tuition paid to an offending university the following year.

The government in England is also to steer more student places towards high-performing universities, such as those in the Russell Group of leading research institutions, in an effort to restrict so-called “low quality” courses.

The DfE revealed that only a select group with the strongest graduate outcomes will be able to bid for bonus places from a pot of 5,000, including institutions with low drop-out rates and those with at least three-quarters of their graduates working in “high-skilled employment”.

An additional pot of 5,000 places for nursing, midwifery and other healthcare courses such as physiotherapy would also be open to bids, without restriction.
