Volumul lui Vasile-Lucian V. Goldan reprezintă o expunere sistematică și obiectivă a personalității mitropolitului Iosif Naniescu, a contribuției sale la revigorarea culturii și a vieții bisericești în Țara Românească și, mai ales, în Moldova. Obiectivul cărții îl constituie suplinirea unei cercetări istorice veritabile cu privire la viața și activitatea mitropolitului moldovean în cadrul Mitropoliei Moldovei și Sucevei, analizând activitatea sa ce s-a desfășurat pe mai multe planuri: pastoral, cultural, administrativ și, nu în ultimul rând, politic.
Vasile-Lucian V. Goldan (n. 1988, Iași) este licențiat în Teologie ortodoxă (2012), Drept (2013) și Istorie (2015) și a urmat cursurile de master ale Facultății de Teologie „Dumitru Stăniloae” din Iași. În anul 2017, a susținut teza de doctorat „Profil și specific misionar pan-ortodox în secolul al XVIII-lea”, obținând titlul de doctor în Teologie ortodoxă. În anul 2018, susține teza de doctorat „Mitropolitul Iosif Naniescu 1818-1902” și primește titlul de doctor în Istorie, în cadrul Facultății de Istorie a Universității „Alexandru Ioan Cuza” din Iași. În perioada studiilor doctorale, a susținut mai multe conferințe naționale și internaționale (Heiligenkreuz, Viena, Osijek, Seul, Sankt Augustin, Bonn). În prezent, este cercetător postdoctoral al Facultății de Istorie din Iași.
Timp de 27 de ani, venerabilul mitropolit Iosif Naniescu păstorește cu o rară blândețe și înțelepciune Mitropolia Moldovei
Iosif Naniescu s-a născut la în data 15 iulie 1818, în satul Răzălăi din apropiere de Bălți. Părinții săi au fost Teodosia și preotul Anania (Nane) Mihalache. Iosif Naniescu a rămas orfan de tată de la vârsta de doi ani. În 1831, unchiul său, ierodiaconul Teofilact, l-a adus la Mănăstirea „Sfântul Spiridon” din Iași ca să învețe carte. La 23 ianuarie 1835 a fost călugărit sub numele de Iosif. În 1863 era egumen la Mănăstirea Sărindar din București. În anii 1864-1870, arhimandritul Iosif Naniescu a fost profesor de religie la gimnaziul „Gheorghe Lazăr” și la liceul „Matei Basarab” din București.
În anii 1870-1871 a fost director la Seminarul Central. La 23 aprilie 1872, arhimandritul Iosif Naniescu a fost hirotonit arhiereu, iar în ianuarie 1873 a fost numit episcop de Argeș. La 10 iunie 1875 a fost ales mitropolit al Moldovei, iar la 6 iulie 1875 a fost instalat la Iași. Timp de 27 de ani, venerabilul mitropolit Iosif Naniescu păstorește cu o rară blândețe și înțelepciune Mitropolia Moldovei.
Aici a depus cea mai bogată activitate duhovnicească, teologică, pastorală și socială din toată viața sa, rămânând pentru urmași un exemplu viu și greu de imitat. La 26 ianuarie 1902, mitropolitul Iosif Naniescu „cel sfânt și milostiv” părăsește pe fiii săi duhovnicești și se strămută la cereștile lăcașuri, pentru a sta în fața marelui Arhiereu Iisus Hristos. Mormântul său se află în partea de Sud a catedralei mitropolitane terminate de el. Iosif Naniescu a fost proslăvit ca sfânt de către Sfântul Sinod al Bisericii Ortodoxe Române, în ședința din 5 octombrie 2017, cu numele Sfântul Ierarh Iosif cel Milostiv, Mitropolitul Moldovei. Proclamarea canonizării lui a avut loc la 25 martie 2018, în Catedrala Mitropolitană din Iași. Prăznuirea sa anuală se face pe 26 ianuarie.

A Bullingdon in reverse: how working-class student club is taking on elitism
Sophie Pender was the first in her family to go to university and believed what her mother had always told her – in a meritocracy you can use education to rise above your family circumstances.
For Pender, this was perhaps more important than for most students leaving home for university. Her childhood had been deeply affected by her father’s addiction to drugs and alcohol. “We lived on a council estate in Borehamwood and had very little money. My mum did her best. But Dad was violent, and things had become so bad there were panic buttons in the house connected to the police station to protect us should he try to visit.”
When Pender, now 24, was in her second year of secondary school her father died from substance abuse. She decided to throw herself into her schoolwork: “Education was something that I felt I could control and was a way of alleviating my circumstances. By working hard at school I could achieve anything.”
At her school, only about 30% of her year achieved a C grade or above at GCSE. Nevertheless, she managed to attain three A* grades at A-level, the first person in her school to do so.
Remembering how inspired she was, Pender says: “I wanted to go to Bristol University, and I wanted to be a lawyer, and it was all going to be great.”

But at university she was in for a nasty shock. “When I got to Bristol I thought not having a dad and growing up on a council estate wouldn’t matter because after all I had these grades. I didn’t think people would care about my background.”
Instead she found that to her peers, her background and her class mattered more than her academic achievements. Private school students mocked her accent and for the first time she encountered “chav parties”, where undergraduates dressed up in clothes that parodied their perception of working-class people.
“I remember going to a flat where we were having drinks and a boy told my friend that his tweed jacket was worth more than her house. When I heard a girl talking about her ‘allowance’ for going on holiday I asked how much it was. But she just shut me down and said people didn’t discuss family money. At my school we didn’t discuss it because none of us had any money. These were new social rules that I didn’t understand. I started to feel ashamed of my background. Very quickly my dream of my exciting new life at university was turning into a nightmare.”
Roughly 7% of pupils in the UK attend a private school but at Bristol University, they make up nearly a third of the graduate intake. Most of the so-called elite universities have disproportionately high numbers of private school students, including Oxford and Cambridge, which respectively have 31% and 32% representation from independent schools. At Bristol in 2016, the year Pender began her English degree, the proportion was closer to 40%.
After those early damaging encounters with privately educated students Pender decided to make a stand. “I wanted to even things out a bit, so that those who didn’t come from privileged backgrounds could help each other get on in life. And I didn’t see why people from working-class families should feel ashamed of their upbringing.”
The result was the establishment of the first 93% Club.
Pender describes the club as a kind of old boys’ network in reverse: “It’s artificially creating a movement against the idea that a small number of people get all the good jobs. It’s bringing people together who simply don’t have those connections. The question of ‘what school did you go to?’, which private school people are always asking each other, is being replaced with ‘which 93% Club are you a member of?’”
During the pandemic the movement has snowballed, from just two clubs at the start of 2020 to 36 participating universities today and a reach of more than 10,000 students. In December the club attained charitable status and has now attracted a plethora of high-profile corporate sponsors, including Accenture, CapitalOne, Herbert Smith Freehills, Newton Europe, DLA Piper, Teach First, OC&C Consulting and Freshfields Bruckhaus Deringer.
Finley Wright, the 93%’s marketing director, says the club is still growing, adding a new university nearly every week. “I think before Covid-19, lots of students regarded their job prospects as pretty bleak. But when they were sent home and denied a campus education they realised just how big the gap was between themselves and the more privileged students they had met. Zoom tutorials also brought home to them how different their family homes were from wealthy students’. Some find it so shaming they turn off their video cameras so people can’t make judgments about their homes.”
The rapid spread of the club has met some hostility. There has been a rash of abusive messages on social media, and online networking events have been disrupted by gatecrashers. An event arranged by Edinburgh University’s 93% Club in September was almost abandoned, say members, when anonymous zoomers started heckling the organisers and hurling obscene abuse at the invited speakers.
More moderate voices accuse the clubs of being divisive, even elitist themselves. One private school student posted a message asking them to imagine the uproar if he decided to set up a 7% club.
Pender dismisses this as public school sophistry: “What they forget,” she says, “is that every university already has its own 7% club where membership is determined by how much money parents spent on their child’s education. They don’t need to set up a 7% club because they already benefit from privileged networks. The difference is our club is transparent – out in the open for all to see.”
And she points out there are already elitist societies run for the benefit of very privileged students. The most famous is Oxford University’s Bullingdon club, whose membership is exclusively public school and whose principal purpose is the riotous celebration of class war.
Wright says there is nothing to stop an Etonian who genuinely wants to appreciate how the other half are educated contacting the 93% Club: “But we are really catering for those who haven’t been so fortunate to benefit from such a privileged start in education. We are not about denying others opportunity, what we want to do is even things up a bit.”
Thousands of state school students feel that they have had to seize the moment because universities have not done enough to advance social mobility through more progressive admissions systems. Long-term progress has been glacial, although in the past two years a number of wider-access initiatives at Oxford, Cambridge and Bristol have started to close the gap between private and state-educated entrants.
Nevertheless, the numbers are not all heading in the right direction. At Durham University, admissions from fee-paying schools have risen for the third successive year to 37.8%. And when universities take account of the growing number of overseas students, who are predominantly privately educated, the overall figures do not look good.
At Bristol, students believe only radical measures will even up the numbers. On 2 March, the student union proposed a motion to cap private school graduate admissions at 7%, following criticism of the university for its low levels of social inclusivity. Other student unions are expected to hold their own votes.
Pender has now been taken on as a trainee solicitor by the City law firm Herbert Smith Freehills. Her success shows it is still possible to go from a disadvantaged background to a top job in the professions, but it may be harder work and more of a challenge.
Some tackle this by disguising their accent or hiding their family circumstances, says Pender. “There’s a problem when people from working-class backgrounds start assimilating into professions and don’t talk about where they have come from. Because I work at a law firm I have been trying very hard to be honest about my background. Otherwise you are just perpetuating the perception that people from ordinary backgrounds can’t succeed.”
Which is why, despite her personal success, Pender says the 93% Club is the achievement of which she is still the most proud.

Etudes de santé : des universités à la peine pour mettre en œuvre la réforme
Les filières lancées à la rentrée pour mettre fin au « gâchis » de la « première année commune aux études de santé » ne permettraient qu’à 10 % de candidats supplémentaires de poursuivre leurs études.
Les étudiants qui expérimentent la nouvelle première année d’études de santé finiront-ils par connaître leurs chances exactes d’accès en deuxième année, et donc de poursuite dans l’une des cinq filières, dentaire, médecine, maïeutique, kiné et pharmacie ? Toute la matinée, jeudi 4 mars, la ministre de l’enseignement supérieur, de la recherche et de l’innovation, Frédérique Vidal, a échangé par visioconférence avec l’ensemble des parties prenantes – doyens des facultés, représentants des associations étudiantes, et même de parents d’étudiants – sur les nouveaux parcours d’accès spécifique santé (PASS), qui comportent une mineure à choisir dans une autre discipline, et sur les licences classiques (en biologie, économie, droit...) avec option accès santé (L.AS).
Réunis au sein d’un collectif, ces parents dénoncent un manque de moyens et l’absence de communication sur les capacités d’accueil en deuxième année dans la plupart des universités, alors que la loi obligeait les établissements à les publier avant le 31 mars… 2020. Selon eux, la cohabitation – transitoire – des nouveaux étudiants (les « primants ») avec les ultimes redoublants de l’ancienne Paces créerait une concurrence déloyale, ces derniers bénéficiant de places réservées, déduites du numerus apertus normalement dédié aux PASS et L.AS.
Frédérique Vidal a indiqué que, conformément à ses engagements, les capacités d’accueil augmenteraient, mais dans une proportion de 9 à 10 %, alors que le collectif réclame 33 % de hausse, à l’instar des facultés qui ont testé la réforme en amont. « Entre les 10 % de la ministre et les 33 % que nous demandons, l’écart correspond à 2 806 places à se partager dans les cinq filières de santé, calcule une mère d’étudiant. C’est donc très peu de chose ! On ne comprend pas que ça puisse créer un blocage au moment où on a tant besoin des personnels de santé. » Elle regrette également que « les portes restent totalement fermées » à l’évocation d’un possible redoublement offert exceptionnellement aux PASS et L.AS, compte tenu des incertitudes nombreuses qu’ils traversent.
Mission d’inspection générale
Président des doyens de médecine, Patrice Diot considère qu’il y a méprise dans les calculs effectués par le collectif PASS- L.AS. « Ces parents prétendent s’appuyer sur la réforme adoptée par anticipation par des universités parisiennes qui avaient, il est vrai, presque doublé le nombre de places en deuxième année. Mais cela revient à comparer des carottes et des navets, nuance-t-il. Car la réforme de l’époque, baptisée “Paces One”, était différente. » Elle consistait à faire deux années en une : un premier concours en décembre et, en cas d’échec, le droit de redoubler dans la même année puis de repasser le concours en juin. « Mécaniquement, cela pouvait augmenter le nombre de places par deux », explique M. Diot.

Universitatea „Al.I.Cuza” modernizează corpul B din Copou! Patru firme vor să realizeze expertiza
O clădire ce aparține de Universitatea „Al.I.Cuza” va intra în reparații capitale. Asta, după ce va fi realizată o expertiză tehnică. Patru societăți vor contractul de 100.000 de euro. Comisia de evaluare va alege oferta cu prețul cel mai mic. Ofertele au intrat în etapa de evaluare
Corpul B al Universității „Al.I.Cuza” va intra în reabilitare. În primă fază, a fost lansată licitația pentru achiziția serviciilor de expertiză tehnică a clădirii, situată pe bd. Carol I, nr.20 – 22, pentru stabilirea riscului seismic, dar și a soluțiilor necesare pentru reabilitarea și consolidarea imobilului. La procedura lansată recent, cu o prevedere bugetară de 421.742 lei, fără TVA, aproximativ 100.000 de euro, s-au prezentat 4 societăți: Maslaev Consulting SRL (București), Arc Design SRL (Iași), Maxim Silver Construct SRL (București) și Mihul SRL (Iași). Suma a fost alocată din bugetul propriu.
„Conform unei expertize realizate în anul 2007, a rezultat că structura clădirii poate suferi degradări structurale majore, pierderea stabilității fiind puțin probabilă, iar elementele cele mai deteriorate erau aticul de la acoperiș și acoperișul cu toată structura lui. În contextul depășirii duratei de viață și exploatare a construcției anterior menționate și prevederile Legii nr.163/2016 prin care care s-au introdus o serie de modificări și completări la Legea nr.10/1995 privind calitatea în construcții, care se aplică construcțiilor și instalațiilor aferente acestora, în etapele de proiectare, verificare tehnică a proiectelor, de execuție și recepție a construcțiilor, precum și în etapele de exploatare”, se arată în caietul de sarcini.
Corpul Universității a fost construit în urmă cu 67 de ani
Ofertele depuse au intrat în etapa de evaluare. Corpul B la Universității datează din anul 1953. Are o suprafață desfășurată 24.981 metri pătrați și un regim de înălțime de 2D+P+3E. Durata normală de funcționare este de 60 de ani, termen depășit în cazul imobilului menționat.
„Expertizarea se realizează de către experți tehnic atestați, care își pot desfășura activitatea în calitate de angajați ai unei persoane juridice autorizate sau autorizați ca persoane juridice să desfășoare activități în mod independent. Prin persoană juridică autorizată se înțelege persoana juridică având calitatea de agent economic cu activitate de expertiză tehnică în construcții cuprinsă în statut sau de instituție publică cu atribuții în domeniul expertizării tehnice în construcții și care are angajat, în condițiile legii, expert tehnic atestat pentru cerința de calitate corespunzătoare categoriei de construcție ce urmează să fie expertizată tehnic”, se mai arată în documentația procedurii.
Compania Națională de Investiții a alocat o sumă importantă pentru construirea unui nou cămin studențesc
Recent, Compania Națională de Investiții (CNI) SA a lansat licitația pentru achiziția serviciilor de proiectare, asistență tehnică și execuție pentru construirea unui cămin studențesc în zona Copou, pe strada Titu Maiorescu, nr.15, în spatele cantinei. Prevederea bugetară a licitației este de 32.209.135 lei, fără TVA, puțin peste 6 milioane de euro. Patru camere vor fi date în folosință persoanelor cu dizabilități. Gradul de ocupare nu trebuie să depășească 198 de studenți. Parcarea subterană va avea o capacitate de 42 de locuri.
„Căminul studențesc propus este compus din 5 corpuri astfel: corpul 1, cu dublu tract, cu regim de înălțime S+P+5E, corpul 2 de legătură – nodul de circulație verticală cuprinzând scara elicoidală și două lifturi, cu regim de înălțime S+P+5E, corpul 3, simplu tract, cu regim de înălțime D+S+P+5E, corpul 4 și corpul 5, dezvoltate doar în subteran, pentru parcare subterană, adăpost de protecție civilă și spații tehnice”, se arată în caietul de sarcini.
În total, vor fi amenajate 99 de camere de cazare pentru două persoane. Noul imobil va fi administrat de către Universitatea „Al.I.Cuza”.

Oxford University uses lockdown loophole to allow in-person MBA teaching
Students on prestigious course will be back on campus at least a month before others are permitted to return
The University of Oxford is exploiting a loophole in the government’s lockdown guidance to allow MBA students to receive face-to-face teaching at least a month before other students are allowed back on campus.
Students on Oxford’s prestigious course will be able to attend in-person seminars and workshops at the Saïd business school from Monday after the university claimed the course was “practical”, similar to nursing or medical science courses.
Unions said the decision was a clear breach of the spirit of the government’s guidelines for the higher education sector, which state: “Students should not return to in-person teaching unless they study a practical course and require specialist facilities and equipment.”
Oxford’s decision to classify MBAs and eight similar postgraduate courses as practical is said to have come after it received scores of complaints from students, especially from those on the MBA course unhappy with having to pay £60,000 for remote learning.
Under the government’s guidelines for England, students on laboratory-based or practical courses such as teaching have received essential in-person tuition since the latest lockdown began in January.
Its reopening roadmap allows further practical or practice-based courses requiring specialist equipment, such as creative arts, to return from 8 March. Others, including undergraduates taking final exams, cannot return to campus until 12 April at the earliest.
The latest government guidance states: “Providers should not ask students to return if their course can reasonably be continued online.”
The University and College Union said Oxford’s decision to bring back MBA students as one of nine courses was evidence of the university prioritising its finances over the health and safety of students and staff.
“Permitting the premature return of high fee paying, non-practical courses at the potential expense of health and safety is a clear breach of the spirit of government recommendations and shows that the decision is income driven not educational,” said the UCU’s general secretary, Jo Grady.
An email from the Saïd business school management, seen by the Guardian, said the university’s approval for MBA face-to-face teaching was “progress towards the more normal operation of the school”.
The memo also said the school would reopen its study spaces for students on other courses from Monday, including for those studying for purely research degrees such as doctorates, and that catering facilities would be open.
A spokesperson for the University of Oxford said: “In accordance with government guidelines, nine taught postgraduate courses which have a practical element or are practice-based will resume in-person teaching from Monday 8 March. These include the MBA, which is an applied programme with substantial practical elements to each module, particularly at this stage of the academic year.
“The university will continue its Covid-secure arrangements to ensure in-person teaching can take place safely, which have been in place since the start of the academic year and have successfully helped contain the virus and prevent further transmission. Those students returning to Oxford will be expected to take two Covid-19 tests on arrival, to wear face coverings where appropriate and to abide by safety measures.”
A member of staff said he understood that many MBA students had written directly to the vice-chancellor to demand in-person learning. At a virtual school meeting last week staff were told the decision to reopen the business school was taken by the university’s leadership, the staff member said.
MBA courses offer an advanced business qualification for professionals with management experience, and some universities such as Warwick and Durham deliver their courses entirely online. The Saïd business school website says its MBA qualification equips students with skills in leadership, conflict management, strategy building and negotiation.

French senior citizens link up with language students in lockdown
ShareAmi scheme aims to combat the isolation felt by many older people during the pandemic
After spending a third of his placement in France stuck in lockdown, modern languages student Elliot Bellman was worried that his conversation skills might suffer. But his weekly chats with Mme Tolu, a Parisian care home resident in her 80s, have helped keep his fluency up to scratch.
“During the pandemic it’s difficult to travel and have those normal experiences, going out and talking to new people,” said Bellman, 20, a third year student at the University of Warwick. “So this allows me to keep talking to someone in French. And Mme Tolu doesn’t have any family around her any more, so I feel like I am helping somewhat with the loneliness. It’s mutually beneficial.”
He is one of 107 students across the world who have been matched with a senior citizen in France as part of the ShareAmi scheme, which aims to combat the isolation felt by many older people during France’s strict lockdowns while helping language students unable to travel abroad to develop their skills.
“During confinements we saw this increasing isolation amongst the elderly in France, plus the fact that students couldn’t do exchanges or internships.” said Juliette Neyran, one of the organisers of the scheme, run by the charity Oldyssey. “The whole idea behind it is to develop a two-way solidarity where the elderly person is less isolated, but at the same time they’re contributing as well.
“It’s not like there is one helper and one person who’s helped, it works both ways, and I think that is what really helps to build the relationships.”
The scheme was first trialled with five language students from the University of Warwick and has now expanded to students around the globe, with more than 6,800 signed up so far. The small team has struggled to keep up with demand, but is looking to expand with more pairings over the coming months.
Neyran said she also hoped the scheme will help to build intergenerational relationships at a time when younger and older people are being kept apart due to the pandemic. “I was definitely nervous starting out, because I don’t really have too much experience talking with older people,” said Bellman. “But she is really easy to talk to and she’s great at keeping the conversation going.”
“When she was younger, she used to travel a lot, so we’ve talked a lot about that – she’s been to England, she lived in Africa for quite a long time. And we talk a lot about sports, because she used to love to do swimming. She always asks what I’ve been doing, so I’ll talk about my reading and my classes, and we talk about politics as well.”
French and Chinese student Isabel Cartwright has also bonded with her language partners, both in their 70s, through a love of travel – she has been speaking to Martine, who lives with her husband in Marseille, and Marie-Christine, who lives alone in Strasbourg, for a number of months, and plans to visit them both in summer if she is able to.
“Martine has been literally all over the world. We’re both quite outgoing people, to be honest, she’s honestly just a delight to speak to. And we learn a lot about each other’s cultures,” said Cartwright. “Marie-Christine lives on her own and her family live far away, and I know she absolutely loves speaking to me. She only really has contact with her neighbour during lockdown.”
Cartwright, a second-year student from Stoke-on-Trent, had always struggled with her French oral skills, but the conversations “have really increased my confidence and my speaking ability”. Now Martine also has weekly video calls with Cartwright’s father to help boost her English skills.
“It has become a family connection now and I think we provide a lot for each other to,” Isabel said. “The restrictions have been a lot tighter over there and I think it’s so important for people to have somebody else to talk to.”

A Sciences Po Grenoble, des accusations d’islamophobie contre deux professeurs et une enquête pour « injure publique »
Des affiches anonymes accusant nommément les professeurs ont été collées à l’entrée de l’école. En plus de l’enquête judiciaire, le ministère de l’enseignement supérieur « prendra toute sa part afin d’apporter soutien à la direction ».
Une enquête pour « injure publique » et « dégradation » a été ouverte par le parquet de Grenoble après que des affiches anonymes accusant nommément deux professeurs d’islamophobie ont été collées dans l’enceinte locale de Sciences Po, a appris, dimanche 7 mars, l’Agence France-Presse (AFP) de source judiciaire.
La procédure fait suite « au signalement de la direction » de l’Institut d’études politiques (IEP), vendredi, au lendemain du collage de ces affiches à l’entrée de l’établissement, précise un communiqué du procureur de la République de Grenoble, Eric Vaillant.
« Des fascistes dans nos amphis. L’islamophobie tue », pouvait-on lire sur les affiches, dont les photos circulent sur les réseaux sociaux, avec le nom de deux professeurs de l’Institut. « Traiter des gens de “fasciste” est une injure (…). Il y a un vrai danger à ce que ces professeurs soient menacés et subissent des conséquences sous cette exposition-là », a précisé le magistrat qui a confié l’enquête au commissariat de Grenoble.
L’enquête est ouverte « pour injure publique envers un particulier par parole, écrit, image ou moyen de communication au public par voie électronique, (…) et dégradation ou détérioration légère de bien destiné à l’utilité ou la décoration publique par inscription, signe ou dessin » en raison du collage. Les deux délits sont punis respectivement de 12 000 et 15 000 euros d’amende.
Dans un communiqué publié dimanche, la ministre de l’enseignement supérieur, de la recherche et de l’innovation, Frédérique Vidal, « condamne fermement ces faits et dénonce ces tentatives de pression et d’intimidation qui viennent troubler les missions de l’établissement ».
« En complément de l’enquête judiciaire », le ministère « prendra toute sa part afin d’apporter soutien à la direction de l’IEP de Grenoble et protection à ses agents », a-t-elle ajouté, soulignant que « les menaces, les injures et les pressions n’ont pas leur place dans l’enseignement supérieur ».
Mme Vidal « diligentera dans les meilleurs délais une mission de l’inspection générale de l’éducation, du sport et de la recherche afin d’établir les responsabilités de chacun et de contribuer à rétablir la sérénité au sein de cet établissement », a-t-elle complété.
Contexte houleux
L’ouverture de cette enquête intervient dans un contexte houleux qui s’est installé ces dernières semaines au sein de l’IEP. Le 27 février dernier, l’Union syndicale Sciences Po Grenoble (US) – le premier syndicat étudiant de l’IEP – avait ainsi porté plainte pour « discrimination syndicale » contre l’un des deux professeurs visés par les affichages. Cette plainte a, depuis, été classée sans suite.
Le professeur, dans un courriel à ses élèves dont l’AFP a obtenu copie, demandait aux étudiants appartenant au syndicat « de quitter immédiatement [ses] cours et de ne jamais y remettre les pieds ». L’un de ses cours, intitulé « Islam et musulmans dans la France contemporaine », avait été visé quelques jours auparavant par un appel sur Facebook de l’Union syndicale, demandant aux étudiants de témoigner sur d’éventuels « propos problématiques » qui y auraient été tenus.
Le syndicat, qui ne nomme pas le maître de conférences, explique notamment qu’il « souhaite retirer » cet enseignement « des maquettes pédagogiques pour l’année prochaine si lors de ce cours des propos islamophobes y étaient dispensés comme scientifiques ».
C’est « un appel à la délation » avec, pour conséquence, « une situation de danger grave et imminent », estime aujourd’hui l’avocat du professeur du cours, Me Eric le Gulludec. De son côté, l’Union syndicale assure que son appel ne relève que « d’une habitude de sondages menés régulièrement auprès des étudiants ». Interrogée par l’AFP, une porte-parole du syndicat a démenti la paternité de l’affichage sauvage ayant visé ce professeur.
L’UNEF, dont la branche grenobloise a aussi relayé ces affiches sur les réseaux sociaux, a reconnu dimanche une initiative « maladroite et dangereuse » dans un communiqué, réaffirmant « son opposition à toute haine, à tout lynchage public et son attachement à la liberté d’expression ».
Le second professeur visé par le collage est un professeur d’allemand, qui enseigne à l’IEP depuis vingt-cinq ans. La polémique est née, selon lui, fin novembre, d’un groupe de travail informel pour préparer la semaine « de l’égalité et contre les discriminations ». « Je m’étais inscrit pour préparer une journée thématique au titre “racisme, islamophobie, antisémitisme” (…). Je comptais contester dans la discussion avec ma collègue et mes étudiants cet alignement de ces trois termes dans une seule thématique », a-t-il raconté sur l’antenne de BFM-TV.
Celui qui affirme avoir été « exclu du groupe de travail parce que les étudiants se disaient blessés par mes paroles », a ajouté qu’il a été l’objet depuis janvier d’une campagne menée par les « plus extrémistes » d’entre eux. Depuis, il est en « congé maladie » et a engagé un avocat pour décider de la suite judiciaire à donner.

Sciences Po Grenoble : enquête ouverte après les accusations d’islamophobie contre deux professeurs
Les noms de deux enseignants ont été placardés à l’entrée de l’établissement sur des affiches les accusant de fascisme et d’islamophobie.
C’est désormais aux services de police mais aussi à l’Inspection générale de l’éducation, du sport et de la recherche (IGESR) de faire la lumière sur le déroulement des faits ayant conduit, jeudi 4 mars, des étudiants à placarder sur le mur d’entrée de Sciences Po Grenoble les noms de deux professeurs accolés à cette phrase : « Des fascistes dans nos amphis. L’islamophobie tue ».
Le procureur de Grenoble, Eric Vaillant, a ordonné l’ouverture d’une enquête, dimanche 7 mars, pour « injure publique » et pour « dégradation », après que la direction de l’Institut d’études politiques (IEP) a fait un signalement au parquet vendredi. De son côté, la ministre de l’enseignement supérieur, Frédérique Vidal a diligenté, dimanche, une mission d’inspection et « dénoncé ces tentatives de pression et d’intimidation qui viennent troubler les missions de l’établissement ».
Pour comprendre l’affaire, il faut remonter au 30 novembre 2020. Comme chaque année à l’IEP, enseignants et étudiants organisent une semaine de débats sur le thème de l’égalité. Un professeur d’allemand, Klaus K., s’inscrit dans le groupe de travail « Racisme, islamophobie, antisémitisme » sans cacher qu’il souhaite revenir sur cet intitulé, se disant « assez intrigué par l’alignement révélateur de ces trois concepts dont l’un ne devrait certainement pas y figurer ».
En cause : le mot « islamophobie », dont « on peut discuter si ce terme a un vrai sens ou s’il n’est pas simplement l’arme de propagande d’extrémistes plus intelligents que nous », expose-t-il dans un mail envoyé au groupe dont Le Monde a eu copie. Il conclut alors : « Ma contribution risque de ne pas plaire à tout le monde, mais le consensus, me dis-je, ne doit pas être notre objectif. Au contraire. L’intérêt d’une “semaine de l’égalité” n’est pas l’égalité des arguments et des opinions mais le débat entre citoyens égaux. »
C’est le début d’un long échange de mails entre ce professeur d’allemand et une enseignante-chercheuse en histoire, qui est en désaccord avec lui, et estime que l’islamophobie est « un concept heuristique utilisé dans les sciences sociales » pour « désigner des préjugés et des discriminations liées à l’appartenance, réelle ou fantasmée, à la religion musulmane ».
« C’était elle la scientifique »
« Le confinement nous obligeait à travailler à distance, ce qui fait que j’en étais réduit à écrire des mails sans jamais avoir vu aucun membre du groupe », rapporte au Monde Klaus K. Aucun des huit étudiants ne prend contact avec lui « mais ils communiquaient ensemble pour préparer l’atelier et avec ma collègue enseignante », croit-il savoir.

Se i governatori decidessero la stretta anche nelle zone ad alto rischio nei prossimi giorni sarebbero 7,6 i milioni di ragazzi a dover lasciare le aule
Quasi sei milioni di studenti non torneranno sui banchi lunedì. Per loro la scuola sarà di nuovo in Dad. Così sarà per tutti i ragazzi delle zone rosse e anche delle fasce bianche, gialle o arancioni in cui i presidenti di Regione o i sindaci hanno deciso restrizioni locali alla frequenza in aula. Con l'eccezione di circa 200 mila alunni con disabilità o particolari problemi formativi che potranno continuare a sedersi tra i banchi per non essere lasciati indietro e, qua e là, anche per i figli di medici, infermieri e di chi svolge altre attività essenziali come prevede il Dpcm del 2 marzo del governo Draghi.
Ma non è finita. Perché i numeri potrebbero aumentare, e di molto, se i governatori delle zone ad alto rischio (quelle, cioè, con 250 casi settimanali ogni 100 mila abitanti) decidessero anche loro di chiudere del tutto gli istituti scolastici di ogni ordine e grado, dagli asili nido alle scuole secondarie superiori. Una possibilità sempre prevista nel decreto del presidente del Consiglio. In quel caso, secondo una proiezione del sito Tuttoscuola, sarebbero 7,6 milioni gli studenti, piccoli e grandi, connessi alle lezioni da casa in tutta Italia: 9 su 10.
Sembra di essere tornati a un anno fa, al lockdown totale di marzo dell'anno scorso, perché uno stop nei numeri così ampio alla didattica in presenza non si vedeva da allora. Parliamo di 3 milioni e 500 mila bambini della scuola dell’infanzia e primaria, un milione e 500mila alunni delle medie e 2 milioni e 600mila studenti delle superiori su un totale di 8 milioni e mezzo di scolari. In pratica, stando al numero di contagi, solo in Sicilia, Valle D'Aosta e Sardegna gli studenti resterebbero in classe, e neanche tutti.
Dal punto di vista formativo, va inoltre considerato che la dad parte comunque dalle elementari. Per i piccoli alunni tra 0 e 6 anni la chiusura equivale alla sospensione totale delle attività educative e sociali.
Guardando l'Italia da nord a sud, a oggi in Valle D'Aosta le scuole sono in presenza per tutti tranne che alle superiori dove va in classe un liceale su due: la dad è al 50%. In Trentino le scuole sono aperte nonostante l'alta incidenza dei contagi che preoccupa ma il presidente della provincia autonoma di Trento Maurizio Fugatti ha ribadito la volontà di continuare su questa linea se il territorio restasse arancione e non diventasse rosso. In Alto Adige, un'ordinanza locale della provincia autonoma di Bolzano, ha sospeso invece la didattica in presenza in tutte le scuole di ogni ordine e grado. In Friuli Venezia Giulia il presidente Massiliano Fedriga ormai vede rosso e si prepara a chiudere tutto, per ora stop alle medie in presenza, oltre alle già ferme superiori.
La Lombardia è in arancione rafforzato; il governatore Attilio Fontana ha deciso la chiusura di tutti gli istituti scolastici a eccezione degli asili nido. Scatenando la rabbia di molti genitori.
Nei Comuni rossi sono chiusi anche quelli. Mezzo Piemonte, sempre da lunedì, sarà in dad totale con lezioni online al 100 per 100 per tutte le scuole delle aree più critiche della regione. Si salva per ora Torino città dove restano in presenza nidi, materne, elementari e prima media.
In Veneto Luca Zaia ha deciso di tenere le scuole aperte ma la situazione è in monitoraggio costante. La Liguria, nonostante sia gialla, da lunedì ferma tutte le secondarie superiori.
La Toscana le ha chiuse tutte in 40 Comuni su 273, dagli asili in su. Il presidente dell'Emilia Romagna Stefano Bonaccini ha dichiarato tutta la Romagna zona rossa e dunque nelle provincie di Ravenna, Forlì-Cesenza e Rimini stop a nidi e materne, dad al 100% per tutti gli altri. In Emilia chiuse le scuole nei comuni rossi, come Bologna e Modena, e arancione scuro, come Reggio Emilia.
In Abruzzo gli istituti sono chiusi, mentre in Umbria è stata prolungata la chiusura delle scuole per un'altra settimana nelle situazioni più a rischio, Perugia compresa, altrove gli alunni restano in presenza tranne che alle superiori dove sono in dad. Come nelle Marche, dove restano aperti gli altri istituti, tranne che nelle province di Ancona e Macerata dove le lezioni si svolgono da casa anche per i ragazzini di seconda e terza media. Nel Lazio gli alunni sono tutti sui banchi fino alle superiori dove la presenza è al 50%. Nella provincia di Frosinone invece, ora zona rossa, tutti a casa.
La Basilicata e il Molise erano già rossi e dunque le scuole sono chiuse da giorni e gli alunni in dad. Con l'ultima ordinanza anche la Puglia ha stabilito, fino al 14 marzo, la sospensione delle lezioni in presenza. Ma il governatore Michele Emiliano dice: "Ora sia il governo a decidere". Lo stesso in Campania, "per completare - ha detto il presidente Vincenzo De Luca - la vaccinazione del personale scolastico". In Calabria è stata disposta, sempre con ordinanza, la chiusura, sempre da lunedì, di tutte le scuole. Con una specifica: i servizi educativi per la fascia 0-36 mesi possono restare aperti.
Va meglio in Sicilia dove la dad resta solo, al 50%, per gli studenti delle superiori. L'ultima ordinanza consente di riestendere la percentuale di lezioni in presenza al 75%. Christian Solinas, governatore dell'unica regione bianca d'Italia, la Sardegna, ha emanato un provvedimento ad hoc sulle scuole: chiuse nei comuni rossi, aperte nel resto dell'Isole ma alle superiori lezioni in presenza al 50% fino a un massimo del 75%.
