Pozitia publica a presedintelui Partidului National Liberal (PNL), Ludovic Orban, prezentata sâmbata, 1 iunie 2019, la Medias, ca nu i se pare normal ca cei care lucreaza în IT sa fie scutiti de plata impozitului pe venit, a provocat reactia mai mult decat severa a unui cadru didactic universitar iesean. Prof. univ. dr. Cristian Popescu - prodecan al Facultatii de Economie si Administrarea Afacerilor (FEAA) din cadrul Universitatii "Alexandru Ioan Cuza" (UAIC) din Iasi a facut o analiza realista si corecta legata de toate acestea.

"Teoretic, domnul Orban Ludovic nu a spus o prostie. Intr-o societate evoluata, toata lumea ar trebui sa aiba aceleasi drepturi si aceleasi obligatii. Strict la obiect, toti ar trebui sa platim aceleasi cote de impozite, fara discriminari pozitive sau negative. Dar lumea noastra nu e deloc evoluata. Suntem o tara cu o economie inca in formare, cu directii de dezvoltare incerte, cu probleme majore de migratie si mai ales de brain drain (plecarea celor educati). Secolul XXI este unul al tehnologiei, fara indoiala. Cine stie sa o produca si sa o implementeze, avanseaza mai rapid decat ceilalti. Tarile dezvoltate stiu acest lucru si atrag toata crema specialistilor din tarile mai putin dezvoltate. De aceea, ideea cu anumite avantaje care sa opreasca migratia it-istilor si a cercetatorilor romani spre alte meleaguri nu este deloc rea, atat timp cat ar face parte integranta a unei strategii nationale de dezvoltare", arata profesorul iesean.

"Ce castiga natiunea? O industrie extrem de competitiva, cu mare valoare adaugata..."

Mai departe, in pozitia sa, prodecanul de la FEAA scoate in prim-plan o serie de argumente care completeaza just expunerea sa. "Pe de alta parte, a promova idei ultraliberale nu este un pacat, dar in conditiile actuale este mai degraba un lux. Iar un politician trebuie sa vada contextul. I-as aminti domnului Orban si celor care il sfatuiesc, de Mihail Manoilescu, membru de seama al Partidului National Taranesc in perioada interbelica, om de stat si probabil cel mai recunoscut economist roman. Ei bine, el spunea ca o tara in curs de dezvoltare poate aplica pe perioade limitate anumite politici protectioniste pentru industriile aflate peste media productivitatii nationale, cu scopul de a le da un ragaz in lupta cu concurenta straina. Astfel, extinzand nitel, ideea neoliberalului Manoilescu se poate aplica si la industria IT de astazi si la facilitatile acordate angajatilor. Ce castiga natiunea? O industrie extrem de competitiva, cu mare valoare adaugata, capabila sa atraga investitii majore si sa creeze efect de antrenare. Apoi, stimuli majori pentru reorientarea tinerilor dinspre ramuri si profesii cu productivitati scazute catre industria IT. De aici deriva salarii mari, consum si economisire pe masura, prin urmare un alt efect de antrenare (vizualizati efervescenta consumului in centrele comerciale in care sunt si birouri cu it-isti). Multi dintre acesti angajati devin ulterior antreprenori platitori de impozite. Dar, poate cel mai important, tara cu un sector IT bine dezvoltat apare vizibil pe harta lumii ca destinatie a marilor corporatii", a conchis prof. univ. dr. Cristian Popescu, de la UAIC.

Universitatea Tehnica "Gheorghe Asachi" din Iasi, noi oportunitati de colaborare academica cu Statele Unite ale Americii si Japonia

O delegatie a Universitatii Tehnice (TUIASI) "Gheorghe Asachi" din Iasi, formata din rectorul prof. univ. dr. ing. Dan Cascaval si prorectorul responsabil cu relatii internationale prof. univ. dr. ing. Irina Lungu, a participat la cel mai important eveniment la nivel mondial in domeniul invatamantului superior - Conferinta si Expozitia anuala NAFSA, desfasurate la Washington, Statele Unite ale Americii (SUA), in perioada 26 - 31 mai 2019.

Este pentru prima data cand Romania este invitata la acest eveniment, ce a reunit 3.500 de universitati din peste 100 de tari, cu mai mult de 10.000 de participanti. Romania a avut reprezentanti de la 24 de universitati, reunite sub pavilionul national "Study in Romania", organizat de Consiliul National al Rectorilor (CNR) din Romania, Ministerul Educatiei Nationale (MEN), cu sprijinul Ministerului Afacerilor Externe (MAE).

Rectorul TUIASI a precizat ca principalul obiectiv al NAFSA 2019 a fost acela de a aduce impreuna universitati, posibili parteneri din zona educationala, organizatii si companii. Nu a fost un eveniment care sa fie dedicat in mod special atragerii de candidati, fiind purtate mai multe discutii pe teme ce au vizat colaborari inter-universitare pe proiecte de cercetare sau doctorate in co-tutela. Din Iasi a mai participat la manifestare o delegatie a Universitatii de Stiinte Agricole si Medicina Veterinara (USAMV) "Ion Ionescu de la Brad", coordonata de prof. univ. dr. Vasile Vintu - rector.

"Universitatile romanesti, prin cele 24 de reprezentante, au suscitat un interes aparte din partea organizatorilor si a potentialilor parteneri academici, ONG-uri sau firme de recrutare. Iasul a fost reprezentat de cele doua universitati cu profil tehnic si agronomic, reprezentare bine primita de participanti, deoarece in SUA educatia universitara in domeniile «Inginerie si tehnologii», indiferent de domeniu, este foarte dezvoltata si mai atractiva decat in Europa. Conferintele-satelit ale evenimentului, organizate sub forma de workshop-uri, unele sustinute de personalitati covarsitoare (Madeleine Allbright, Colin Powell), precum si discutiile purtate cu alte universitati, au subliniat clar ca rolul universitatilor de astazi trebuie sa se concentreze pe a-i determina pe studenti sa aleaga un drum si sa si-l dezvolte astfel incat, prin cariera, sa isi poata atinge nivelul maxim al potentialului creativ", a scos in prim-plan prof. univ. dr. ing. Dan Cascaval.

Standul Universitatii Tehnice de la eveniment a fost vizitat de reprezentanti ai institutiilor de invatamant superior din SUA, Asia si Europa, punandu-se baza premiselor unor colaborari pe termen mediu si lung.

Universitatile din SUA au fost in special interesate de desfasurarea de programe doctorale in co-tutela in mai multe domenii ale ingineriei, in timp ce universitatile din Japonia si-au exprimat interesul de a colabora cu TUIASI pentru desfasurarea unor stagii de cercetare in domenii ingineresti si al arhitecturii pentru studentii de la ciclurile de masterat si doctorat.

Atfel, in septembrie, TUIASI va fi vizitata de o delegatie de la Nagoya Institute of Technology, din Japonia, pentru a semna un acord cu privire la mobilitatile din domeniul cercetarii, iar spre sfarsitul anului, mai multi reprezentanti ai unor universitati americane si australiene vor veni la Iasi pentru a discuta concret colaborarea pe diverse programe doctorale.

Concret, Universitatea Tehnica din Iasi a purtat discutii pentru a initia colaborari cu institutii de invatamant superior din Japonia: Waseda University Japan, Nagoya Institute of Technology, din Noua Zeelanda: University of Otago, din SUA: University of Alabama, Huntsville, Michigan State University, Ohio University - Russ College of Engineering and Technology, Colorado State University, mai multe institutii de invatamant superior din Europa: Université de Technologie de Compiègne, Franta, University of Applied Sciences Kaiserslautern, din Germania, cat si o universitate din Turcia - Marmara University.

Guernsey: the next hot spot for international students?

Plans to build a multi-university campus in the Channel Islands are taking shape

Guernsey is hoping to transform itself into a destination for foreign students by building an “international university” on the island.

The Guernsey government’s Committee for Economic Development is working with established institutions from Europe, North America and Australia in the hope that they will offer courses on a campus on the island, which lies off the coast of France but is a British Crown dependency.

So far, the department has been working with the University of Salford from the UK, Australia’s Deakin University, Brock University in Canada and Slovenia’s University of Ljubljana.

Damon Hackley, the department’s head of operations, said that the ultimate aim would be to have about 2,000 students, but the hope is that the campus will open in 2022 with a smaller cohort to start with. The idea is that students will mix across the campus, regardless of which parent institution they are affiliated to.

Guernsey’s government would fund the development of the campus, with private sector investment also expected.

Mr Hackley told Times Higher Education that it was hoped that the development of a university could help to combat the island’s brain drain, as young people often headed to the UK for higher education and then remained there to work.

However, he said that the primary aim of the project was to support economic growth and innovation, tied to an influx of students, academics and their visitors.

Guernsey, which has a population of around 63,000, might not seem like an ideal location to compete with global student hubs such as London and New York, but Mr Hackley said that the multi-campus institution would have its own attractions.

“The island is small, so there’s a strong sense of community, it’s also a safe and secure environment, there’s pretty scenery, plenty of sunshine and, importantly, the courses would be delivered in English,” he said.

“We’ve got a blank sheet of paper, so we can design what works best for us and for the students. We know we can’t compete with established, large-scale institutions, so we had to find a unique selling point.”

When it comes to teaching and research, the university would “play to the island’s strengths”, Mr Hackley said.

Guernsey has a strong financial sector, and a corporation tax rate of 0 per cent, alongside one of the world’s highest levels of broadband coverage, so one main area of focus would be digital and financial innovation. Its other main areas of study will be the arts and sustainable development, according to Mr Hackley, who said that the island’s resources would provide a natural, self-contained research centre.

On accreditation, Mr Hackley said that this issue would need careful consideration. “From day one, we will be relying on the partner universities, but then looking at connections with UK universities, possibly with the idea to accredit through a third-party university there,” he said.

Offensive student evaluations ‘leave academics in fear’

Universities need to give staff more support about how to deal with negative comments, say researchers

Heather Carmack, associate professor in the department of communication studies at the University of Alabama, and Leah LeFebvre, assistant professor in the same department, surveyed academics across the US on their emotional responses to negative comments that they received in student evaluations.

“We found they don’t know how to make sense of them, we know we’re going to get them but we don't receive any training on how to deal with them,” Dr Carmack said. “There aren’t support structures in place to help faculty figure out how they can learn to improve their teaching from comments that are often hurtful, and sometimes racist and sexist.”

The authors initially asked participants to identify all the negative course evaluation comments that they received from students. “Around half were things such as ‘you are boring’ or ‘you are disorganised’ and you can learn from those things, but then there are some that are really offensive,” Dr Carmack said.

One respondent was told that “the class would be better if she took her top off”, while another was told the class had created a group chat where they constantly talked about how incompetent she was.

The 90 respondents listed 38.5 per cent of negative comments as initially leading to sadness, 28 per cent to anger, 23.7 per cent fear and 7.4 per cent surprise.

These led to feelings of self-doubt and “negative emotional spiralling”, the authors found. “It makes me question how I teach, whether I’m deserving of my job, and whether I will ever be able to avoid the negative comments,” one participant said, while another said they felt like they were “walking on eggshells” all the time.

This was particularly the case when course evaluations fed back into annual appraisals or promotion and tenure reviews, the study says.

The authors recommend that universities spend more time educating students on what course evaluations are for and how to provide constructive criticism. “But the next study should be: why do students feel that it’s OK to say such awful things?” Dr Carmack added.

She said that universities also need to offer more support to faculty, particularly younger members, about how to deal with negative comments. “Administrators need to have an honest conversation about them,” she said. “We say ‘brush them off’ but then we use them in their evaluation, [and] that’s a disconnect…It’s time for us to re-evaluate how we use evaluations.”

US university enrolment drops for eighth year

Declines heaviest among small colleges, men, and states of Florida and Illinois

US university enrolments declined by 1.7 per cent this spring, marking an eighth straight year of decreases during a time of economic growth.

Florida and Illinois took some of the biggest hits, with enrolments in both states falling by about 5 per cent, according to the report from the National Student Clearinghouse Research Centre.

Enrolment at two-year public institutions declined 3.4 per cent and four-year public institutions dropped 0.9 per cent. That made for an overall public sector enrolment decline of 1.9 per cent.

The numbers, based on spring 2019 data, largely reflect slowing US population growth and stronger economic conditions, which often lead older adults to the workplace rather than classrooms.

“Growth in the numbers of graduate and professional students has not been large enough to make up for the declines in undergraduates in recent years,” said Douglas Shapiro, executive director of the National Student Clearinghouse Research Centre.

The report covers data submitted by institutions accounting for about 97 per cent of US college enrolment. The figures include online students, but without any numerical breakdown of their share.

Private four-year non-profit enrolment increased 3.2 per cent, the report says, but with a major division: smaller institutions, with fewer than 3,000 students, continued to suffer, contracting by another 0.8 per cent, while those with 10,000 or more students gained 8 per cent.

And the gain among the larger private four-year non-profit institutions appeared largely due to conversion of Arizona’s Grand Canyon University – with more than 90,000 students, mostly online – from a for-profit institution.

Enrolments among four-year for-profit institutions fell 19.7 per cent, the National Student Clearinghouse Research Centre says.

Overall, the report says, female enrolment dropped just 0.8 per cent while male recruitment decreased by 2.8 per cent. Graduate enrolment increased 2 per cent while undergraduate enrolment fell 2.3 per cent, it says.

Suppression de l’ENA: Frédéric Thiriez veut encourager la «discrimination positive»

 Frédéric Thiriez, en charge de la réforme de l’ENA et de la haute fonction publique, s’est exprimé pour la première fois depuis sa nomination au micro de France Info. Il annonce les grands chantiers de cette réforme.

Emmanuel Macron s’était déclaré «favorable» à la suppression de l’École nationale de l’Administration (ENA), dans son allocution du mois d’avril, après plusieurs semaines de «Grand débat». Cette grande école, créée en 1945, située à Strasbourg, permet à ses élèves d’accéder à la haute fonction publique de l’État, via un concours.

Depuis, silence radio sur le sujet. Frédéric Thiriez, avocat et ancien président de la Ligue de football professionnel (LFP), a été chargé par le président de la République de réformer l’ENA et l’ensemble de la haute fonction publique. Pour la première fois depuis sa nomination, il s’est exprimé ce matin au micro de France Info. Voici ses premières pistes de réforme.

L’ENA sera bien supprimée

«Il s’agit bien de supprimer l’ENA. Supprimer pas pour supprimer mais pour bâtir quelque chose de nouveau. Il ne s’agit pas de détruire, il s’agit de construire», a confirmé Frédéric Thiriez. Pour lui, l’objectif n’est pas seulement de rebaptiser l’ENA mais bien de la réformer en profondeur. «Le système n’est plus adapté à une fonction publique moderne, répondant aux besoins de nos concitoyens et des gouvernements», explique l’ancien de la LFP.

Selon lui, la fonction publique est de «moins en moins représentative de la société française: «Il n’est pas normal qu’à l’ENA et à Polytechnique on ait à peu près 80 % d’enfants des classes supérieures». Et de dénoncer le cloisonnement de la fonction publique: «Le général de Gaulle en 1945 voulait créer une école, l’ENA, qui formerait tous les hauts fonctionnaires de la République mais depuis, un nombre d’écoles invraisemblables, j’en ai compté 8, se sont créées», a-t-il ajouté.

Une possible discrimination positive?

L’ancien président de la LFP, qui refuse l’abandon du concours d’entrée, se dit ouvert au principe de discrimination positive: «Aussi bien le conseil constitutionnel que le conseil d’État admettent ce principe de discrimination positive», expose-t-il. Comment cela pourrait-il se manifester? «Pourquoi pas un concours aménagé, un concours spécial», a répondu Frédéric Thiriez, restant très évasif sur le sujet.

Et d’ajouter que le président de la République a été «impressionné par le système de Sciences Po avec les conventions ZEP». En effet, Sciences Po a lancé en 2001 le dispositif des Conventions Éducation Prioritaire (CEP), une voie d’accès sélective destinée aux élèves issus des lycées relevant de l’éducation prioritaire.

Une année de tronc commun pour les magistrats et les commissaires de police

Autre sujet évoqué par Frédéric Thiriez: la possibilité d’une année commune en début de formation. Selon lui, il est nécessaire que «les directeurs territoriaux, les directeurs d’hôpitaux, les magistrats, les commissaires de police, les ingénieurs des ponts se rapprochent peut-être dans une école commune». Il envisage pour eux une année de tronc commun qui leur permettrait de recevoir «une culture commune de la République».

«Le métier de haut fonctionnaire a changé. Nous ne sommes plus au moment où il fallait reconstruire la France après la guerre. Le haut fonctionnaire faisait essentiellement jusqu’à présent de la norme. Il écrivait des projets de loi, des projets de décret, des circulaires. Aujourd’hui ce n’est plus ça la culture. Il s’agit pour un haut fonctionnaire de conduire le changement. Il doit donc avoir d’autres qualités de management, d’écoute, d’imagination, de création, et tout cela, on ne l’apprend pas dans les écoles», a-t-il conclu.
